A CPR JET IS TOLD TO ABORT ITS TKOF WHEN A C172 CFI PLT PERFORMS A RWY INCURSION ON THE ACTIVE RWY AT TEB; NJ.
TAXI BEGAN AT HANGAR. TAXI INSTRUCTIONS WERE ORIGINALLY TO TAXI TO RWY 1 VIA TXWY B; CROSS RWY 6; HOLD SHORT OF RWY 1. I UNDERSTOOD THIS AND BEGAN TO TAXI. JUST AFTER I BEGAN TAXIING; THE CTLR CHANGED THE TAXI INSTRUCTIONS TO; 'TURN L ON RWY 6; HOLD SHORT OF RWY 1.' THIS FORCED ME TO COMPLY WITHOUT HAVING A CHANCE TO STOP AND THINK. AS THE ENCLOSED ARPT DIAGRAM SHOWS; THE INTERSECTING RWY 1 COMES UP ON AN ANGLE. THE EXACT POINT TO STOP AND HOLD SHORT IS NOT PERFECTLY CLR WITHOUT A 'HOLD SHORT' LINE. I FEEL THAT THERE SHOULD HAVE BEEN A HOLD SHORT LINE BEFORE RWY 1. BECAUSE OF THIS; I ACCIDENTALLY TAXIED ONTO RWY 1. THE GND CTLR TOLD ME AT THAT POINT TO HOLD MY POS -- I COMPLIED. A CPR JET WAS TOLD TO ABORT TKOF ON RWY 1. THEN I WAS TOLD TO TURN 180 DEGS AND TAXI BACK TO HANGAR. THIS RWY INCURSION RESULTED FOR 3 REASONS: 1) CTLR CHANGED HIS MIND ON THE TAXI INSTRUCTION DURING THE TAXI. 2) THERE WAS NO HOLD SHORT LINE. RWY SIGN WAS IN A DIFFICULT LOCATION; AND RWY INTERSECTS OTHER RWY AT AN ANGLE. 3) THE LACK OF A SE TXWY FORCES EVERYONE TO TAXI 'THE LONG WAY' AROUND THE ARPT; CAUSING GND CONGESTION. I FEEL THAT FUTURE OCCURRENCES CAN BE PREVENTED IF: 1) A SECOND RWY SIGN IS INSTALLED ON THE OTHER SIDE OF THE RWY. (THE ONE ON THE L IS DIFFICULT TO SEE.) 2) HOLD SHORT LINES ARE PAINTED ON BOTH SIDES OF THE RWY INTXN. (TOO MANY ACFT ARE TOLD TO USE RWY 6 AS A TXWY. A HOLD SHORT LINE WOULD CLARIFY THINGS.) 3) A SE TXWY SHOULD BE INSTALLED. THIS WOULD ALLEVIATED MUCH OF THE GND CONGESTION; AND THEREFORE; MUCH OF CONFUSION DURING TAXI AS WELL.
