Synopsis

A BOEING 767 FLC WAS GIVEN A TEMPORARY APCH PROC INTO LFPO THAT WAS NOT IN THE FMC DATABASE.

Narrative

LOCATION: W OF ORY IN DSCNT. THERE IS NO MENTION OF TEMPORARY APCH PROC IN USE AT ORY. CLRED; IN BROKEN ENGLISH; WHAT SOUNDS LIKE VOR RWY 7. UNABLE TO TUNE VOR OR ILS DUE TO OUTAGE. MASSIVE CONFUSION IN COCKPIT. CTLR NOT HELPFUL NOT ANSWERING RADIOS AS WE WERE CLRED FOR APCH. WE PROCEEDED VFR USING PINK LINE EXTENDED OFF RWY 7. WHILE CO-CTLR DIRECTS US TO 'VPM 065.' WE THINK RADIAL BUT REALIZE MUST BE COURSE INBOUND. CANNOT FIND VPM ON ANY PUB. VPM TAKES IN FMC BUT CAN'T SEE IT BECAUSE OF ARPT SYMBOLS CLUTTERING SCREEN. CAPT AND FO FLY VISUALLY AND LAND. ON RESEARCH; FOUND JUN/XA/99; LETTER ABOUT APCHS AT ORY. CTLR USED DICTATED LANGUAGE BUT VERY CONFUSING TO US NOT EXPECTING IT. PLEASE PUT OUT MESSAGE EACH FLT WARNING OF THE PROC AND ASK ORY TO PUT IT ON ATIS; 'TEMPORARY PROC IS IN EFFECT.' ALL OTHER CREWS HAD SAME PROB. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE RPT WAS PRIMARILY INTENDED FOR INTER COMPANY USE. THE APCH CTLR ISSUED A CLRNC FOR AN APCH THAT THE FLC WAS UNFAMILIAR WITH. APCH FACILITY WAS NOT IN THE FMC DATABASE AND THEY SEEMED NOT TO HAVE AN APCH PLATE. AFTER LNDG IT WAS FOUND THAT THE PROPER DOCUMENTATION HAD BEEN RECEIVED SEVERAL MONTHS PRIOR AND HAD BEEN FORGOTTEN. THE RPTR FOUND THAT THE LCL OPS OFFICE HAD NOT INFORMED CENTRAL OPS TO ISSUE A COMPANY MEMO TO ALERT THE FLC THAT A TEMPORARY VOR WOULD BE IN USE. THE TEMPORARY APCH PROC WAS CORRECTLY ISSUED. THE RPTR CITED INSUFFICIENT TIME TO PREPARE FOR THE APCH. THEY WERE THE ONLY ACFT BEING CTLED IN ENGLISH. RPTR ATTRIBUTES FATIGUE AND OVER RELIANCE ON THE FMC DATABASE.
