Synopsis

A TAXIING CE550 HITS AN ERRANT CAR THAT WAS ON A TXWY AT LWC; KS.

Narrative

AT APPROX XA00 THE CAPT BEGAN TAXIING FROM OUR HANGAR TO RWY 33 AT LWC. DUE TO A TFC ACCIDENT ON THE HWY AT THE MAIN ENTRANCE TO THE ARPT; SOME GND VEHICLES WERE USING A TXWY TO REACH AN ALTERNATIVE WAY OFF OF THE ARPT. I WAS SERVING AS COPLT AND WAS PERFORMING MY DUTIES OF GOING THROUGH THE BEFORE TKOF CHKLIST. I LOOKED UP AND OBSERVED 2 VEHICLES ON THE TXWY AHEAD OF US COMING IN THE OPPOSITE DIRECTION. BOTH VEHICLES EXITED THE TXWY TO OUR L. I LOOKED BACK DOWN TO SET V-SPDS FOR TKOF. WHEN I LOOKED BACK UP; I OBSERVED THAT THE SECOND VEHICLE HAD NOT GOTTEN OVER VERY FAR AND APPEARED TO ALLOW MINIMAL WINGTIP CLRNC. I QUESTIONED THE CAPT IF WE WOULD CLR AS MY VIEW OF THE L WING WAS OBSTRUCTED FROM THE R SEAT. OUR WINGTIP JUST CLIPPED THE VEHICLE CAUSING SLIGHT DAMAGE TO THE WINGTIP. CONTRIBUTING FACTORS WERE: 1) UNAUTH VEHICLES ON TXWY. 2) DIVISION OF ATTN BY ME BTWN CHKLISTS AND OBSERVING OUR TAXI. 3) CAPT'S DECISION TO CONTINUE TAXIING IN EXTREMELY TIGHT QUARTERS. THE DRIVER OF THE VEHICLE MOTIONED TO THE CAPT THAT WE WOULD CLR; BUT REALIZED AT THE LAST MOMENT THAT WE WOULD NOT AND TRIED TO WAVE US OFF; BUT IT WAS TOO LATE TO STOP. THIS INCIDENT COULD HAVE BEEN AVOIDED BY 1) EMPLOYING STRICTER ACCESS TO RAMP AND TXWYS AT LWC; AND 2) BY CHANGING OUR OPERATING PROCS TO DICTATE RUNNING CHKLISTS ONLY WHILE NOT IN MOTION.
