ACFT ON A SID FROM MKC ARE GIVEN A HDG BY THE CTR; PER THEIR SOP; WHICH CONFUSES FLCS BECAUSE THE HDG CROSSES SID RADIAL AND QUESTION WHETHER THEY SHOULD REJOIN THE SID OR CONTINUE ON THE HDG. RPTR STATES THEIR LCL SOP IS ILLEGAL.
ACCORDING TO MANDATORY SOP; ACFT WAS TAKEN OFF OF A SID BY BEING GIVEN THE HDG IN THE SOP. THE HDG ISSUED WOULD EVENTUALLY CROSS A RADIAL OF THE SID AGAIN. ACFT DIDN'T KNOW WHETHER TO REJOIN THE SID OR FLY THE HDG AND QUESTIONED THE INSTRUCTIONS. SOP IS ILLEGAL AND MGMNT REFUSES TO CHANGE IT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR CLAIMS THAT IN THE PAST YRS; 10 UCR'S HAVE BEEN FILED REF THE LCL SOP. THE RESPONSE FROM MGMNT HAS BEEN THAT THEY ARE LOOKING INTO IT. NOTHING HAS CHANGED ACCORDING TO THE RPTR. THE INTENT OF THE FACILITY SOP IS TO KEEP THE DEPS USING THE JTHRO TRANSITION; CLR OF THE ARRS ON THE BRAYMER ONE. THE DEPS ARE USUALLY ASSIGNED A HDG OF 040 DEGS BY THE CTR. ACCORDING TO THE RPTR; THE SOP DOES NOT SPELL OUT WHAT PHRASEOLOGY TO USE OR WHAT THE FLCS ARE TO EXPECT. RPTR BELIEVES THIS IS CONTRARY TO THE 7110.65. ASKED WHY CTLRS ARE NOT USING THE PROPER PHRASEOLOGY; AS PER THE HANDBOOK; INFORMING THE FLC WHAT TO EXPECT. RPTR'S ANSWER WAS THAT IT WAS NOT COVERED IN THE SOP.
