A B767-200 FLC LANDS AT ATL WITHOUT LNDG CLRNC FROM TWR.

Narrative

I WAS PF; CAPT WORKING RADIOS. WE WERE CLRED FOR A VISUAL APCH TO RWY 8L. FLYING CONDITIONS WERE IDEAL. APCH TOLD US TO SWITCH ATL TWR (119.5) AT CATTA (5 NM). CAPT COMMENTED HE'D SET ME UP TO GO TO GND CTL (FO'S WORK RADIOS ON THE GND AFTER XFER OF ACFT CTL TO CAPT). THE FREQ WAS VERY CONGESTED -- LOTS OF ACFT TALKING. AS CAPT WAITED FOR AN OPPORTUNITY TO CHK IN WITH TWR; HE STATED; 'DO NOT GO AROUND.' WE WERE STILL 3 OR 4 MI OUT AND HE SAID IT AS A JOKE. OBVIOUSLY; WE'D HAVE TIME TO CALL AND OBTAIN LNDG CLRNC. MORE CHATTER -- NOW 1000 FT ABOVE. RWY WAS CLR; NO TFC LNDG AND DEPS USE RWY 8R AND THERE WEREN'T ANY ACFT IN POS FOR TKOF ON RWY 8R AT THIS TIME. CAPT SAID AGAIN; 'DO NOT GO AROUND.' FINALLY HE WAS ABLE TO CALL TWR. THE RESPONSE: 'IF YOU NEED LNDG CLRNC YOU NEED TO CALL TWR; THIS IS ATL GND CTL!' WE WERE NOW 500 FT FROM TOUCHDOWN. THE CAPT WAS LOOKING FOR THE FREQ. I ASKED HIM; 'IF YOU DON'T GET CLRNC...;' BUT HE CUT ME OFF WITH; 'DO NOT GO AROUND; IT'S OK.' I SAID; 'ARE YOU SURE?' HE REPEATED; 'DO NOT GO AROUND.' SINCE IT WAS APPARENTLY SAFE; I ACKNOWLEDGED THE ORDER. LNDG AND ROLLOUT WERE UNEVENTFUL. CLRING THE RWY; ATL TWR GAVE US HOLD SHORT INSTRUCTIONS IN AN UNCONCERNED MANNER. NOTHING WAS SAID BY ANYONE ON GND EITHER. I WAS UNCOMFORTABLE PROCEEDING WITHOUT LNDG CLRNC; BUT NOT ENOUGH TO AFFECT MY FLYING. CONDITIONS WERE SAFE. THE CAPT SIMPLY FAILED TO TUNE THE CORRECT FREQ IN THE DUAL HEAD RADIO -- PERHAPS FIXATING ON PREPARING THE RADIO FOR THE NEXT ATC CTLR (GND). MORE CARE AND WORKING IN THE PRESENT MOMENT IS ALL REQUIRED.
