SEEING PEOPLE ON MHR'S RWY 22L AND A PILE OF JUNK OVER THE RWY 22R NUMBERS; THE CAPT EXECUTED A MISSED APCH. HE RETURNED TO LAND ON RWY 22R; WHICH WAS CLOSED.

Narrative

THE ARPT IN MHR HAS BEEN SWAPPING RWYS 22L AND 22R FOR 7 DAYS. NOW; TODAY; THERE IS NO NOTAM ON EITHER RWYS 22L OR 22R. RWY 22L IS THE PRIMARY RWY. SAC APCH CTL DID NOT KNOW WHAT RWY WAS IN USE. WE TOLD THE CTLR WE HAD MHR IN SIGHT. WE WERE CLRED FOR A VISUAL APCH AND SWAPPED OVER TO CTAF. THERE WAS NO ONE ON THE FREQ; SO WE WENT OVER TO UNICOM FREQ AND TALKED TO THEM. THEY SAID THAT RWY 22R IS IN USE. WE RPTED 10 MI; BASE-TO-FINAL; FOR RWY 22R MHR ON CTAF. STILL NO ONE ON THE FREQ. AT 1/2 MI FINAL; I SAW A PILE OF JUNK OVER RWY 22R NUMBERS; SO I EXECUTED A MISSED APCH. ON DOWNWIND; I TALKED TO UNICOM AGAIN TO SEE IF THEY ARE STILL USING RWY 22R TO LAND TODAY; AS MHR WAS USING YESTERDAY. THE UNICOM WAS THEN GOING TO CALL THE CITY FOR INFO. IN THE MEAN TIME; WE ARE ON A DOWNWIND LEG AND I WAS LOOKING AT RWY 22L. THERE WERE PEOPLE AND EQUIP ON RWY 22L. I TOLD THE FO THAT I GUESS THEY ARE USING RWY 22R AFTER ALL AND THEY FORGOT TO NOTAM RWY 22L BEING CLOSED. THE UNICOM NEVER GOT BACK TO US; SO WE LANDED ON RWY 22R. IT TURNED OUT THAT RWY 22R WAS INDEED CLOSED.
