CAPT OF AN AIRBUS 319 TOOK OFF BELOW RWY WX MINIMUMS DUE TO CHANGE OF RWY; TO WHICH THEY HAD BRIEFED EACH OTHER DURING PREFLT; HAD THE RWY CTRLINE LIGHTING OTS CAUSING THE RPTED WX TO BECOME BELOW TKOF MINIMUMS.
ATIS RPTING 1/4 MI FOG. BRIEFED FO ON WHITESTONE CLB. DISCUSSED NOISE ABATEMENT PROC EXTENSIVELY IN REF TO NEW MEMO FROM FLT OPS ON VIOLATIONS REF NOISE. RUSHED OFF GATE 10 MINS EARLY BY AGENT WITH WHOM I DID NOT SPEAK WHEN I WAS IN THE RESTROOM. NEW FO; AND VISIBILITY WAS EXTREMELY LIMITED. LOTS OF CHATTER ON GND FREQ REGARDING DIFFERENT ACFT LOCATION ON FIELD. FOCUSED ON TAXIING AND ACCOMPLISHING THE CHKLIST. DEPARTED SPOT XX FOR RWY 13 VIA TXWY L AND TXWY B. DISCUSSED TKOF ALT WHICH WE RECEIVED OVER ACARS. FIRST ACFT TO DEPART AND WE WERE CLRED FOR TKOF WHEN WE CONTACTED TWR. AS I LINED UP FOR TKOF; I REALIZED THAT CTRLINE LIGHTS WAS OTS. I ASKED FO TO VERIFY WE NEEDED CTRLINE FOR RVR (AFTER I ASKED TWR FOR CURRENT RVR). TOUCHDOWN 1200 FT; ROLLOUT 1000 FT. FO SAID THAT ALL WE NEEDED WAS RWY CTRLINE MARKING FOR 600/600/600. I SET THE PARKING BRAKE; FLIPPED OVER MY ARPT DIAGRAM; AND SAW CTRLINE AND RWY CTRLINE MARKING REQUIRED. I INTERPED IT AS CTRLINE OR RWY CTRLINE MARKING. TOOK OFF UNEVENTFULLY. I WAS NOT COMFORTABLE; SO I CHKED IT AGAIN ONCE AIRBORNE. I REALIZED MY ERROR -- SHOULD HAVE WAITED FOR RVR TO IMPROVE TO 1600 FT. FACTORS AFFECTING: 1) BODY CLOCK (XA00 AM). I COMMUTE FROM SEA TO PHL. 2) RUSHED OFF GATE. 3) NEW FO. RECOMMENDATIONS: 1) ANY NAVAID AFFECTING TKOF AND LNDG SHOULD BE INCLUDED ON VOICE ATC. 2) ACARS ATC PRINTOUT SHOULD NOTE LOW RVR IN RELATION TO VISIBILITY. 1/4 MI; ETC. 3) GET OFF RWY; IE; ACTIVE RWY AND REASSESS.
