Synopsis

A C150 PLT ENTERED P40 AIRSPACE NEAR HGR.

Narrative

WHEN I DEPARTED LNS IT WAS 3 MI VISIBILITY AND THE WINDS ALOFT WERE 29 KTS FROM THE NW. I CLBED TO 4500 FT AND IT TOOK ME CLOSE TO 20 MINS TO CROSS THE SUSQUEHANNA RIVER. HOPING THE WINDS WOULD BE BETTER; I DSNDED TO 3000 FT AGL. I PROCEEDED ON COURSE UNTIL I PASSED OVER GETTYSBURG (W05). AT THIS POINT I BEGAN TO GET WINDSHEAR WITH 500-1000 FT DROPS. AS I WAS PASSING OVER THE MOUNTAIN RANGE; I WAS TRYING TO AVOID THE HEAVIER CLOUD BANKS AND KEEP TO THE N OF THE P40 AREA. APPARENTLY; DUE TO THE WIND AND MY DISORIENTATION FROM NOT BEING FAMILIAR WITH THE AREA; I WAS BLOWN S INTO THE P40 AREA. WHEN I CAME OUT OF THE RANGE OVER THE TOWN OF SMITHSBURG; I BEGAN TO WONDER IF I HAD CROSSED INTO THE P40 AREA; BUT ASSUMED THAT I DIDN'T DUE TO THE FACT THAT I WAS ON THE HGR TWR FREQ THE WHOLE TIME AND NEVER HEARD ANYTHING. THE ONLY THING THAT I FEEL I SHOULD HAVE DONE DIFFERENTLY WAS CONTACT ZDC AND ASK FOR FLT FOLLOWING. THEY WOULD HAVE WARNED ME OFF AND I WOULD NOT HAVE CROSSED INTO THE AIRSPACE.
