FLC IN CL60 FAILED TO MAKE A MANDATORY XING WHILE MAKING AN ILS APCH INTO TEB.
BEING VECTORED FOR AN ILS RWY 6 CIRCLE-TO-LAND RWY 1 AT TEB; NJ. NEW YORK APCH CTL WAS ATC FACILITY VECTORING US TO THE APCH. INSTRUCTIONS WERE TO DSND TO 2000 FT; TURN L TO 080 DEGS; JOIN THE LOC INBOUND. NEXT CLRNC WAS CLRED FOR THE ILS RWY 6 APCH. SINCE WE WERE AT 2000 FT; WE DECIDED TO FOLLOW THE GS DOWNWARD. WHEN XING THE DANDY LOM AT 1800 FT; THE CTLR ASKED IF WE HAD AN ALT ASSIGNMENT AT DANDY. I WAS THE PNF (ALSO PIC) AND ANSWERED 'SAY AGAIN.' THE QUESTION WAS RESTATED AND AT THAT TIME I NOTICED ON THE APCH PLATE THAT THERE IS A MANDATORY XING ALT AT DANDY OF 1500 FT. WE WERE AT 1800 FT -- A BIT BELOW GS. THE CTLR MENTIONED THIS WAS A MISTAKE AND HE WOULD FILE A COMPLAINT. NORMALLY WE ARE ADVISED BY ATC TO CROSS A FIX AT A CERTAIN ALT. TODAY WE MISREAD THE CHART. THE CTLR WAS OBVIOUSLY WATCHING US BUT MADE NO COMMENT OF OUR FAILURE TO START A QUICK DSCNT TO 1500 FT. HE WAITED UNTIL WE WERE AT THE FIX. I HAD HOPED WE COULD WORK AS A TEAM; BUT NOT TODAY. HE MADE NO COMMENT OF CONFLICTING TFC. IF WE WERE GOING TO CONFLICT I WONDER IF HE WOULD HAVE SAID NOTHING? I BELIEVE THIS COULD HAVE BEEN AVOIDED BY THE CTLR BY SAYING 'CROSS DANDY AT 1500 FT CLRED FOR THE ILS RWY 6 APCH' AND A MORE THOROUGH APCH BRIEFING ON OUR PART; EVEN THOUGH THE WX WAS CLR.
