AN SMA PVT PLT ENTERS THE ACTIVE AT A CTLED ARPT IN THE FACE OF LNDG TFC WHILE THINKING HE HAD RECEIVED A POS AND HOLD CLRNC. FRG; NY.
WHILE AWAITING AT INTXN G7; I CALLED ATC FOR TKOF CLRNC. ATC ADVISED THAT THE RADIO WAS UNREADABLE AND ADVISED TRYING ANOTHER RADIO. I SWITCHED TO ANOTHER RADIO AND REQUESTED A RADIO CHK. ATC ADVISED THAT IT TOO WAS POOR; BUT READABLE. THERE WERE SEVERAL OTHER XMISSIONS TAKING PLACE ALONG WITH RADIO NOISE. OTHER ACFT WERE BEHIND ME WHEN I BELIEVED TO HAVE HEARD 'TAXI INTO POS.' (INTXN G7 IS IN AN AREA WHERE ONLY TKOFS OCCUR AND IS APPROX 789 FT FROM THE LNDG THRESHOLD.) AS I DID SO; I OBSERVED A KATANA; APPROX 200-300 FT ABOVE MY POS. REALIZING WHAT HAD HAPPENED; I IMMEDIATELY CLRED THE TKOF AREA INTO THE ADJACENT TIE-DOWN AREA. THERE WAS NO CONFLICT WITH ACFT CONVERGENCE. CHAIN OF EVENTS: 1) HOW PROB AROSE: POSSIBLE MISINTERP OF RADIO XMISSION. 2) CONTRIBUTING FACTORS: MARGINAL RADIO CLARITY (NOISE AND OTHER RADIO XMISSIONS). 3) HOW DISCOVERED: OTHER ACFT ON FINAL 200-300 FT OVERHEAD IMMEDIATE POS. 4) CORRECTIVE ACTION: IMMEDIATELY CLRED TKOF AREA. HUMAN PERFORMANCE CONSIDERATIONS: 1) PERCEPTIONS; JUDGEMENT; DECISIONS: RETURN ACFT TO TIE-DOWN AREA FOR RADIO MAINT SVC. 2) ACTION; INACTION: HOLD AT INTXN G7 POS FOR RECLARIFICATION OF XMISSION. 3) FACTORS AFFECTING QUALITY OF HUMAN PERFORMANCE: RADIO NOISE; FREQ CONGESTION; TFC LINED UP BEHIND AT INTXN G7.
