A DC9 PIC RPT ON UNEXPECTED AND UNCOORD ACFT MOVEMENT AT THE GATE DURING THE ARR PARKING PROC WHILE PAX WERE STILL STANDING. MDW; IL.
DURING TAXI IN TO GATE AREA; MARSHALLER DIRECTED ACFT INTO PARKING AREA; THEN SIGNALED CAPT TO STOP AND SET BRAKES. CAPT DID SO AND SECURED BOTH ENGS AND RELEASED BRAKES UPON SIGNAL FROM MARSHALLER. CAPT/FO COMPLETED PARKING CHKLIST. JETWAY DRIVER WAS UNSUCCESSFUL IN POSITIONING JETWAY TO MAIN CABIN DOOR; AND INDICATED TO CAPT AND MARSHALLER THAT ACFT NEEDED TO BE MOVED FORWARD ANOTHER 1-2 FT. AS CAPT MADE PA ANNOUNCEMENT TO FLT ATTENDANTS AND CUSTOMERS ADVISING OF SIT AND DIRECTING EVERYONE TO TAKE NEAREST SEAT AND FASTEN SEATBELT; THE RAMP CREW ATTACHED TOW BAR AND CONNECTED THE TUG; THEN SPONTANEOUSLY WITHOUT PLUGGING IN A HEADSET; WITHOUT ANY HAND SIGNALS TO COCKPIT; WITHOUT ANY COORD; AND WITHOUT ANY CLRNC/ACKNOWLEDGEMENT FROM FLT DECK CREW THEY REMOVED CHOCKS AND PULLED ACFT FORWARD. NEEDLESS TO SAY; NUMEROUS CUSTOMERS HAD NOT YET TAKEN A SEAT; AND LEAD FLT ATTENDANT HAD NOT YET RPTED 'CABIN READY' TO CAPT. THE MOVEMENT TOTALLY SURPRISED FLC. DUE TO IMPROPER ADHERENCE TO ESTABLISHED ACFT HANDLING PROCS THE POTENTIAL FOR PROPERTY DAMAGE OR PERSONAL INJURY WAS VERY REAL. CAPT DISCUSSED EVENT WITH RAMP SUPVR AND ON-DUTY STATION SUPVR. CAPT COUNSELED RAMP SUPVR ABOUT THE UNPROFESSIONAL/UNSAFE EVOLUTION. REMEDIAL TRAINING MAY BE IN ORDER TO PREVENT FUTURE OCCURRENCES.
