A B767 PIC HAS TO TURN AND DSND TO AVOID A LEARJET THAT FAILED TO TURN ON ATC'S DIRECTIONS WHILE ON APCH 7 MI W OF FLL; FL.

Narrative

ON APCH TO RWY 9L AT FLL AT 4000 FT; 180 KTS; 180 DEG HDG; ABOUT 7 MI W OF ARPT AND N OF CTRLINE. OTHER ACFT WAS AT 4000 FT S OF CTRLINE HDG 000 DEGS. HE WAS CLRED TO TURN R TO 060 DEGS AND CLRED FOR A VISUAL APCH TO RWY 9L. WE WERE TOLD TO TURN R TO 210 DEGS FOR A VECTOR THROUGH FINAL TO FOLLOW TFC. OTHER ACFT DID NOT TURN OR DSND FOR HIS VISUAL APCH. WHEN THE CTLR REALIZED WHAT WAS HAPPENING; HE TOLD US TO CONTINUE TURNING AROUND TO 270 DEGS. AT THAT TIME WE RECEIVED AN RA ON OUR TCASII COMMANDING A DSCNT. WE IMMEDIATELY LEFT 4000 FT WHILE INCREASING BANK TO EXPEDITE THE TURN. THE RA ENDED AT ABOUT 3500 FT AND WE INFORMED APCH WE WERE DSNDING TO 3000 FT. WE WERE THEN CLRED TO 2000 FT; AND ALL THE WAY AROUND TO 110 DEGS TO INTERCEPT THE LOC. WE WERE CLRED VISUAL APCH WHEN WE REGAINED SIGHT OF RWY. WE NEVER SAW THE OTHER ACFT; BUT BOTH SAW THE SYMBOL ON THE IVSI -- FIRST OUTSIDE THE 2 MI CIRCLE AT OUR ALT. AFTER WE STARTED OUR EVASIVE MANEUVER; WE SAW THE SYMBOL AT THE 2 MI CIRCLE SHOWING 100 FT VERT SEPARATION AND I SAW IT INSIDE THE 2 MI CIRCLE SHOWING 200 FT VERT SEPARATION. I TALKED WITH MIA APCH ON THE GND AND WAS INFORMED THAT THE OTHER ACFT WAS A LEARJET OUT OF VENEZUELA. HE SAID HE WAS GOING TO TALK WITH THE OTHER PLT AND READ HIM THE RIOT ACT; BUT FROM HIS PAST EXPERIENCE A VIOLATION AGAINST HIM WOULD PROBABLY BE MORE OR LESS IGNORED. THE CTLR AND HIS SUPVR WERE IN AGREEMENT WITH ME THAT WE HAD NO OTHER CHOICE THAN TO FOLLOW OUR TCASII RA; AND WE AGREED THAT HE WAS NOT GOING TO INITIATE ANY PAPERWORK.
