Synopsis

SMA ON INITIAL TKOF LGB NARROWLY MISSES TAXIING ACFT.

Narrative

THE NEAR COLLISION OCCURRED DURING A SBOUND TKOF FROM A NON MOVEMENT INFIELD AREA WITH A TAXIING AIRPLANE. THE AIRPLANE WAS TAXIING WBOUND AND PERPENDICULAR TO MY TKOF PATH. A SBOUND CLRNC FOR TKOF WAS GIVEN BY THE TWR; INCLUDING LOWER THAN 500 FT WHEN XING RWY 25L. THE TKOF STATIC CONDITION WAS 100 LBS HVY. A ROLLING TKOF PROC WAS SELECTED DUE TO THE STATIC CONDITION. A ROLLING TKOF IS SIMILAR TO AN AIRPLANE TKOF BECAUSE A GND ROLL IS REQUIRED PRIOR TO LIFTOFF. DURING THE TKOF ROLL THE AIRPLANE WAS PARTIALLY BLOCKED FROM MY VIEW BY GND EQUIP. ADDITIONALLY; MOST OF MY ATTN WAS FOCUSED STRAIGHT AHEAD. ONCE THE TAXIING AIRPLANE WAS CLRLY IN VIEW I WAS COMMITTED TO TAKE OFF. ONCE REACHING LIFTOFF SPD; THE BEST RATE OF CLB WAS MAINTAINED DIRECTLY INTO THE WIND. MY ACFT PASSED OVER THE AIRPLANE APPROX 50-75 FT ABOVE IT. ALTHOUGH THE AIRPLANE WAS VERY NEAR; NO EVASIVE ACTION WAS NECESSARY. I FEEL THERE WERE CONTRIBUTING FACTORS. BOTH ACFT WERE HANDLED BY DIFFERENT CTLRS; GND AND TWR. ALSO; OPERATING FROM A NON MOVEMENT -- HAD THE TKOF BEEN FROM A RWY; I BELIEVE A HOLD SHORT INSTRUCTION WOULD HAVE BEEN GIVEN. ALSO; GND EQUIP OBSTRUCTING THE VIEW OF THE TAXIING AIRPLANE. AND CERTAINLY AN INSUFFICIENT LEVEL OF AWARENESS ON MY PART.
