Synopsis

A JETSTREAM 3100 AT 8000 FT DECLARED AN EMER DUE TO A L ENG FLAMEOUT DURING A FUEL XFEED FROM L TO R TANK. FOUND R TANK CHK VALVE FAILED OPEN.

Narrative

THE ACFT WAS FUELED TO 1300 LBS IN HGR (650 LBS PER SIDE). ABOUT 1/2 WAY THROUGH CRUISE BTWN HGR AND PIT; I NOTICED THAT THE L FUEL GAUGE SHOWED A LITTLE GREATER THAN THE R GAUGE (APPROX 80-100 LBS GREATER); SO I DECIDED TO XFEED FROM THE L TANK TO EVEN OUT THE SLIGHT FUEL IMBAL. NO MORE THAN 5-6 MINS PAST WHEN THE L ENG STARTED TO FAIL. THE L TORQUE AND FUEL FLOW DROPPED. I IMMEDIATELY SHUT OFF XFEED AND LOOKED AT THE FUEL GAUGE WHICH READ ZERO. I THEN PROCEEDED TO ATTEMPT A XFEED FROM THE R FUEL TANK WITH NO SUCCESS. AT THIS POINT WE WERE APPROX 15 MINS OUT OF PIT. WE PROCEEDED TO COMPLETE WITH THE INFLT SHUTDOWN AND DECLARED AN EMER INTO PIT. THERE WAS NO FURTHER PROB AND CONTINUED WITH A SAFE LNDG INTO PIT. UPON LNDG AT PIT THE FUEL GAUGES READ ZERO ON THE L AND 600 LBS ON THE R. THE ONLY CAUSE OF THE SIT THAT I CAN DETERMINE IS A MALFUNCTION WITH THE FUEL XFEED OP OR A XFEED LEAK. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE CAUSE OF THE L TANK BEING PUMPED EMPTY AS RPTED BY MAINT WAS A FAILED OPEN CHK VALVE IN THE R TANK PLUMBING.
