C172 CUTS OUT BE35 ON IFR APCH TO PRC.

Narrative

THIS WAS A CLASSIC SIT THAT HAPPENED HERE AT PRC. THE BONANZA PLT LATER WROTE TO US TO 'OPEN A DIALOGUE.' IFR BONANZA X ON A XCOUNTRY CHOSE PRC AS AN INTERMEDIATE DEST. UNFAMILIAR WITH THE AREA; HE ASKED FOR THE ILS APCH. DUE TO WORKLOAD CONSIDERATIONS AND EQUIP LIMITATIONS; ZAB DOES NOT PROVIDE SVCS FOR PRACTICE APCHS OR IFR ARRS. PER NORMAL SOP; THE BONANZA WAS CLRED FOR THE APCH AND CHANGED TO PRC. ON INITIAL CONTACT; TFC WAS EXCHANGED BTWN THE 2 ACFT. THE CESSNA Y RPTED THE BONANZA IN SIGHT AND THE ASSUMPTION WAS MADE BY THE BONANZA PLT THAT THE CESSNA WOULD EXECUTE THE APCH AFTER THE BONANZA. INSTEAD; THE CESSNA PRECEDED THE BONANZA ON THE DRK 061 DEG RADIAL FOR THE TRANSITION. AS THE BONANZA BECAME ESTABLISHED ON THE RADIAL; HE OBSERVED THE CESSNA. HE WAS ALSO AWARE THAT THE 061 DEG RADIAL IS ALSO V12. HE OBSERVED THE CESSNA CONTINUE EBOUND ACROSS THE LOC SO ASSUMED HE WAS ON V12. HE THEN WENT HEAD DOWN TO TRANSITION TO THE LOC COURSE. AS HE BROUGHT HIS HEAD UP FOR THE SCAN; THE CESSNA CROSSED R TO L DIRECTLY IN FRONT -- ATTEMPTING TO CAPTURE THE LOC. THE BONANZA PLT FELT THAT THE INSTRUCTOR PLT OR ZAB OR PRC SHOULD HAVE HELPED. WITHOUT RADAR DISPLAY; WE CAN'T HELP AND ZAB CAN'T; DUE TO DISPLAY CONSTRAINTS.
