Synopsis

CAPT OF A B737-300 CROSSED THE ILS HOLD SHORT LINE WHEN THE WX WAS 400 FT AND 2 MI.

Narrative

I WAS GIVEN TAXI CLRNC TO RWY 34L; WITH NO HOLD SHORT INSTRUCTIONS. AFTER XING THE ILS CRITICAL AREA HOLD AND WHILE HOLDING SHORT OF THE RWY; THE CTLR ADVISED THE INBOUND ACFT THAT THE ILS WAS UNPROTECTED. I CONFERRED WITH MY FO WHO SAID HE THOUGHT WE WE'RE SUPPOSED TO HOLD SHORT OF THE ILS CRITICAL HOLD BAR WHEN WX IS LESS THAN 800 FT AND 2 MI. I THOUGHT IT WAS FOR CAT II AND CAT III OPS ONLY. AFTER FINISHING THE TRIP; I CALLED DEN FSDO AND THE OPS INSPECTOR TOLD ME HE DIDN'T KNOW OF AN FAR STATING WHEN TO HOLD SHORT OF THE CRITICAL ILS HOLD LINE. HE REFERRED ME TO SMF TWR. I CALLED SMF FSDO TO GET THEIR PHONE NUMBER AND ALSO ASKED THE OPS INSPECTOR THERE; WHO DIDN'T KNOW; BUT TOLD ME TO LOOK IT UP MYSELF. I CALLED SMF TWR AND TALKED TO THE LCL CTLR WHO WAS WORKING OUR DEP; AND HE SAID HE DIDN'T KNOW IF IT'S AN FAR BUT HIS BOOK SAID THAT IF AN AIRPLANE CROSSES THE ILS CRITICAL HOLD LINE AND WX IS LESS THAN 800 FT OR 2 MI HE HAS TO TELL ACFT ON FINAL APCH THAT THE ILS IS UNPROTECTED. I'M NOT SURE IF IT'S AN FAR VIOLATION; AND I CAN'T FIND IT IN THE FARS AND NEITHER COULD 2 DIFFERENT OPS INSPECTORS. THIS RPT IS BOTH TO COVER ME AND TO MAYBE MAKE IT KNOWN TO OTHERS WHAT IS AND WHAT ISN'T AN FAR VIOLATION IN THIS SIT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT IN DISCUSSION WITH THE TWR OPERATOR; HE WAS INFORMED THAT THE ATC HANDBOOK ONLY INSTRUCTED THE CTLR TO ADVISE THE INBOUND TFC THAT THE ILS WAS UNPROTECTED AND INSTRUCTIONS TO INSTRUCT THE TAXIING ACFT TO HOLD SHORT. HOWEVER; THE RPTR CORRECTLY BELIEVES THAT HE WILL VERIFY IN THE FUTURE PRIOR TO XING THE ILS HOLD SHORT LINE WHEN WX IS 800 FT AND 2 MI OR LESS.
