Synopsis

CAPT OF A LEARJET 25 FAILED TO HOLD SHORT OF AN ACTIVE RWY DURING TAXI OUT FOR TKOF.

Narrative

ON JAN/XA/00; I WAS SIC ON A MAINT FERRY FLT FROM SRQ TO FXE. WE WERE CLR TO 'RWY 32 AND HOLD SHORT OF RWY 22.' THE CAPT WAS TAXIING THE LEARJET AT THE TIME. I REPEATED THE GND CTLR INSTRUCTIONS BACK TO THE CAPT 3 TIMES DURING THE TAXIING PROCESS. THE CAPT ACKNOWLEDGED RECEIVING MY READBACK INSTRUCTIONS; AS WELL AS THE SRQ GND CTLR. I WAS UNABLE TO STOP THE ACFT IN TIME BEFORE XING 'ACTIVE RWY 22.' THE CAPT REFUSED TO RELEASE CTL OF THE ACFT. THE CAPT HAS VERY POOR CRM ABILITIES. I BELIEVE THE CAPT'S ACTIONS WERE NOT A SAFETY ISSUE BUT INADVERTENT; AND NOT DELIBERATE ACTIONS BY A PERSON WHO IS 61 YRS OLD AND HIS MENTAL/MOTOR SKILLS ARE NOT UP TO PAR WITH A LEARJET. SAFETY WAS NOT VIOLATED IN THIS INCIDENT EITHER; BECAUSE IT WAS A PART 91 FLT WITH NO PAX. THE CAPT COMES FROM THE 'OLD SCHOOL' THAT THE CAPT IS THE SOLE MASTER OF HIS SHIP. THIS CAPT HAS NO IDEA WHAT CRM IS OR WHAT PEOPLE SKILLS ARE. SOUND JUDGEMENT IS PROBABLY ONE OF THE MOST IMPORTANT CHARACTERISTICS OF A PLT WHO EXHIBITS GOOD AIRMANSHIP. BUT AIRMANSHIP IS AN ELUSIVE QUALITY. IT IMPLIES MUCH MORE THAN GOOD STICK AND RUDDER SKILLS. THIS SPECIFIC CAPT HAS THE HABIT OF SAYING SOMETHING AND ACTUALLY DOING SOME OTHER THING. I ALSO BELIEVE HIS HEARING SKILLS ARE DECLINING AT THIS TIME. I BELIEVE I DID EVERYTHING POSSIBLE TO REGAIN CTL OF THE ACFT; BUT THE CAPT FORCED MY INPUTS OUT OF THE WAY. WE ALMOST HAD A FIGHT IN THE COCKPIT. TO CORRECT THE SIT; CAPT SHOULD RETIRE FROM FLYING.
