A PA28 COMMERCIAL PLT SHOOTS AN EXTRA TOUCH-AND-GO WITHOUT CLRNC NOT REALIZING THAT HE HAD EXPERIENCED A RADIO FAILURE AT HWD; CA.

Narrative

DEPARTED SAN CARLOS ARPT VFR TO DO TOUCH-AND-GOES AT HAYWARD ARPT. HAYWARD TWR INSTRUCTED ME TO MAKE A L BASE ENTRY FOR L TFC RWY 28L AND RPT THE SAN MATEO BRIDGE TOLL PLAZA. HAYWARD TWR CLRED ME FOR TOUCH-AND-GOES/PATTERN WORK. WHEN I ARRIVED IN THE TFC PATTERN I WAS THE ONLY ACFT IN THE PATTERN. ENTERED THE TFC PATTERN WITH A BASE ENTRY AND EXECUTED A TOUCH-AND-GO. CONTINUED IN THE TFC PATTERN AND MADE A SECOND APCH FOR LNDG. I THOUGHT I WAS CLRED TO LAND. EXECUTED TOUCH-AND-GO. EVERYTHING APPEARED NORMAL WITH NOTHING OUT OF THE ORDINARY. WHILE ON THE DOWNWIND AFTER THE TKOF FROM THE TOUCH-AND-GO I REALIZED I HAD A RADIO FAILURE AND PROBABLY HAD NOT BEEN RECEIVING XMISSIONS FROM THE HAYWARD TWR. PWRED THE RADIO OFF AND ON AND WHEN THE RADIO WAS REPWRED I WAS ABLE TO HEAR A XMISSION IN PROGRESS TO ME FROM THE HAYWARD TWR. I IMMEDIATELY XMITTED TO THE HAYWARD TWR THAT MY RADIO HAD FAILED AND THAT I PROBABLY HAD MISSED XMISSIONS FROM THEM. THE HAYWARD TWR ASKED ME TO DEPART THE PATTERN. I RETURNED TO SAN CARLOS AND LANDED WITHOUT FURTHER PROBS WITH THE RADIO. THE SAN CARLOS TWR INFORMED TO CALL THE HAYWARD TWR. I CALLED THE HAYWARD TWR AND SPOKE TO THE TWR SUPVR. HE INFORMED ME THAT THEY HAD CLRED ME TO LAND WITH A GREEN LIGHT SIGNAL FOLLOWED BY A RED SIGNAL TO STOP. IN RETROSPECT I REALIZE THAT I DID NOT SEE THE LIGHT SIGNALS BECAUSE I DID NOT KNOW MY RADIO WAS NOT WORKING AT THAT TIME AND WAS NOT LOOKING AT THE TWR. SINCE I WAS LNDG; IT WAS NORMALLY EXPECTED THAT I WOULD BE LOOKING AT THE TWR. THE SUPVR INFORMED ME THAT HE WAS GOING TO FILE A RPT FOR A RWY EXCURSION. CONTRIBUTING FACTORS: THE USE OF THE PHRASEOLOGY 'CLRED FOR TOUCH-AND-GOES' IMPLIES THAT YOU ARE CLRED FOR MULTIPLE TOUCH-AND-GOES WHEN IN FACT YOU ARE ONLY CLRED FOR THE OPTION ONCE AND MUST RECEIVE CLRNC FOR EACH TOUCH-AND-GO. LACK OF CLR DEFINITION IN THE FARS REGARDING PATTERN WORK AND CLRNCS REQUIRED. SUGGESTED REMEDIES: PLT TRAINING NEEDS TO EMPHASIZE THE NEED FOR CLRNC BEFORE EACH TOUCH-AND-GO AND WHAT THE ACTION SHOULD BE IF THAT CLRNC IS NOT RECEIVED IN A TIMELY MANNER WHILE IN THE PATTERN. I BELIEVE THE CORRECT ACTION TO FOLLOW WHEN IN AN ARPT TFC PATTERN WITH AN ACTIVE CTL TWR WHEN CLRNC FOR THE OPTION IS NOT RECEIVED IS: GO AROUND AND CONTACT THE TWR TO REQUEST TOUCH-AND-GOES. IN THE CASE OF RADIO FAILURE; ATTEMPT TO RE-ESTABLISH COM WITH THE TWR. IF THAT FAILS SQUAWK 7600 AND LOOK FOR LIGHT SIGNALS FROM THE TWR.
