ATCT LCL CTLR FAILED TO REISSUE MISSED APCH INSTRUCTIONS TO PLTS OF A T38 TRAINING FLT CAUSING A CONFLICT WITH A BEECH A36 ON A CROSS RWY CLBOUT HDG. BOTH ACFT PLTS OBSERVED THE OTHER AND ADJUSTED THEIR COURSE ACCORDINGLY.

Narrative

FAILURE TO ISSUE ALTERNATE MISSED APCH INSTRUCTIONS; ACCOMPANIED WITH CTLR FATIGUE DURING TIMES WITH BUSY TFC WAS A CONTRIBUTING FACTOR FOR THIS EVENT. THE T38 FIRST CONDUCTED AN OPPOSITE DIRECTION APCH WITH A STANDARD MISSED APCH OF 180 DEG HDG MAINTAIN 2000 FT; WITH NO PROBS. NEXT APCH WAS WITH THE FLOW OF TFC ON AN ILS. MISSED APCH INSTRUCTIONS OF FLY RWY HDG MAINTAIN 2000 FT IS THE NORM FOR ILS TO RWY 28. FAILURE TO ISSUE THESE INSTRUCTIONS FOR THE NEW APCH CAUSED THE T38 TO THINK HDG 180 DEGS MAINTAIN 2000 FT IS THE SAME MISSED INSTRUCTIONS. THE BONANZA WAS LAUNCHED ON AN APPROVED HDG OF 210 DEG HDG AND SWITCHING TO DEP CTL. HIS CLB WAS STOPPED AT 2000 FT IN ANTICIPATION THAT THE T38 WOULD BE STRAIGHT OUT AND TOP THE BONANZA. INSTEAD OR SWITCHING THE T38; THE PLANE EXECUTED IT PREVIOUS INSTRUCTIONS ISSUED BY RADAR OF 180 DEGS; 2000 FT AND GOT TOO CLOSE BEHIND THE BE36. THEY BOTH ENDED UP SEEING EACH OTHER AT ABOUT 1 MI. STAFFING AND FATIGUE CONTINUE TO BE A PROB AT MGM. THE FACILITY NEEDS MORE CTLRS AND LESS TIME ON POS.
