A PA28-201 TRAINING FLT ENDS ON A GEAR-UP LNDG AT A NON TWR ARPT AT BLM; NJ.
I WAS CONDUCTING A COMPLETE CHKOUT WITH A CERTIFICATED PVT PLT/INST RATED. THIS WAS MY THIRD FLT WITH HIM ALL IN THE PA28-R201 OVER THE LAST 2 MONTHS. HE HAD APPROX 8 OR 9 HRS OF COMPLEX TRAINING BY ANOTHER CFI PRIOR TO HIS TRAINING WITH ME. (THE FLT SCHOOL REQUIRES 10 HRS OF COMPLEX TIME.) IN THIS FLT; HE AND I WERE WORKING ON EMER PROCS -- EMER GEAR EXTENSION AT ALT; EMER SIMULATED ENG OUT TO A LNDG IN A FIELD; LOW APCH ONLY TO GAR. THE EVENTS LEADING TO THE GEAR-UP LNDG OCCURRED WHILE PRACTICING A SIMULATED ENG OUT TO LNDG IN TFC PATTERN. AFTER HE TURNED FROM 45 DEGS TO MIDFIELD DOWNWIND; I REDUCED THE PWR TO IDLE AND INFORMED HIM OF THE EMER SIMULATION AND INSTRUCTED HIM TO ATTEMPT TO MAKE THE LNDG. THE AUTOMATIC GEAR OVERRIDE WAS ENGAGED TO PREVENT A PREMATURE DROPPING OF THE GEAR. HE WAS HANDLING THE SIT WELL -- TURNED BASE ABEAM THE LNDG THRESHOLD AND IMMEDIATELY BEGAN BRINGING FLAPS TO FULL. I QUESTIONED HIM WHY HE PUT THE FLAPS TO FULL PRIOR TO MAKING THE FIELD. HE BEGAN TO ARGUE WITH ME THAT FLAPS WERE APPROPRIATE AND HE HAD THE FIELD MADE. I DECIDED NOT TO CONTINUE AND DECIDED TO DISCUSS IT ON THE GND. THERE WAS AN UNIDENTED ACFT THAT CALLED AT 2 MI INBOUND ON THE LOC RWY 14 APCH. STUDENT ASKED ME IF WE SHOULD BE CONCERNED OF THE LOC TFC. I TOLD HIM NO; THEY ARE 2 MI OUT AND WE ARE ALREADY ON A TIGHT BASE READY TO TURN TO SHORT FINAL. HE ASKED IF HE SHOULD LAND. I TOLD HIM IF HE HAS THE FIELD MADE TO MAKE THE LNDG. HE ACKNOWLEDGED MY REQUEST. I SUGGESTED TO MAKE A FINAL GUMP CHK AND I BELIEVED I SAW HIM GO THROUGH THE GUMP PROC. I DID NOT HEAR THE GEAR WARNING HORN NOR WAS I PHYSICALLY ABLE TO SEE THE LNDG GEAR LIGHTS FROM THE R SEAT. HIS HAND ON THE PWR QUADRANT; I NOW REALIZE; BLOCKS THE VIEW FROM THE R SEAT. WE WERE MAKING WHAT APPEARED TO BE A BEAUTIFUL APCH TO A LNDG. UPON TOUCHING DOWN I REALIZED THE GEAR WAS UP BUT IT WAS TOO LATE. THE PLANE STOPPED AFTER A SHORT SKID ON THE RWY. I ASKED STUDENT IF HE WAS OK AND DID AN EMER SHUTDOWN.
