Synopsis

A FOKKER 100 ON INITIAL CLB AT 1000 FT AGL DECLARED AN EMER DUE TO LOSS OF FLAP CTL CAUSED BY ASYMMETRIC SHUTOFF.

Narrative

ACR FLT XXX CAE-CLT. ON INITIAL CLBOUT; AND AT 1000 AGL; ATTEMPTED TO RETRACT FLAPS PER NORMAL PROC. FLAPS RETRACTED FROM 8 DEGS TO 0 DEGS. HOWEVER; RECEIVED A FLAP ASYMMETRY ALERT ON MFDU. NOTIFIED CTR (ZTL?) OF PROB (NO FLAP LNDG IN CLT) AND DECLARED EMER. ALSO ASKED FOR HOLDING TO BURN FUEL. LNDG NEAR MAX LNDG WT (88000 LBS) WHICH WOULD HAVE PUT US CLOSE TO TIRE SPD OF 170 KTS. HANDED OFF TO CLT APCH AND HELD 15 MI SW OF CLT ON THE 232 DEG RADIAL. HELD FOR APPROX 20 MINS. BURNED APPROX 2500 LBS OF FUEL TO AROUND 85000 LBS LNDG WT. BELOW TIRE SPD; AND SHOT THE ILS (VISUALLY) TO RWY 36L (10000 FT) WITH NO FLAPS. FOLLOWED GS AND LANDED UNEVENTFUL WITH EQUIP STANDING BY. NO SMOKE AS RPTED BY TWR. TAXIED TO GATE WITH NO FURTHER INCIDENT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED AT FLAP RETRACTION TO 0 DEGS; THE ASYMMETRIC ALERT CAME ON THE MFDU. THE RPTR SAID THE FLAPS COULD NOT BE OPERATED AND; WHEN ON THE GND AT CLT; THE FLAPS WERE STILL INOP. THE RPTR SAID MAINT TOWED THE AIRPLANE AWAY AND NOTHING WAS RPTED ON CORRECTIVE ACTION OR COMPONENT FAILURE.
