BE30. REDUCED CLB RATE DUE TO A SIMULATED ENG OUT SURPRISED THE ATC CTLR. ANOTHER ACFT HAD TO BE VECTORED OUT OF THE WAY.
DURING A TYPE RIDE ON B300; THE EXAMINER GAVE ME AN ENG FAILURE DURING DEP FROM RWY 19. DUE TO THE STRESS OF THE TYPE RIDE; I STARTED SECURING THE ENG (SIMULATED) BEFORE 'CLEANING UP' THE ACFT. DURING ALL OF THIS; THE EXAMINER WAS TELLING ME TO FLY THE AIRPLANE; WHICH I WAS. I CLEANED THE ACFT UP; THEN STARTED SECURING THE ENG. DURING THIS TIME; ACT TWR SWITCHED US OVER TO ACT DEP. THE EXAMINER; WHO WAS ACTING AS SIC; DELAYED GETTING A HOLD OF DEP. I MIGHT ADD WE WERE SUPPOSED TO; AFTER DEP; TURN TO A HDG. WE WERE DELAYED IN DOING THAT AS WELL. SAFETY OF THE FLT WAS NEVER IN JEOPARDY. HOWEVER; ACT DEP (I BELIEVE) HAD TO VECTOR OTHER ACFT AROUND US. TWR DID NOT REMIND US TO SWITCH OVER TO DEP; OR TELL US TO TURN TO THE HDG. SUPPLEMENTAL INFO FROM ACN 473152: WHILE CONDUCTING A CERTIFICATION FLT TEST FOR ATP AND TYPE RATING; WE WERE ADVISED BY ATC THAT HE HAD VECTORED ANOTHER IFR ACFT TO AVOID A CONFLICT WITH US; BECAUSE WE FAILED TO PROMPTLY EXECUTE THE ASSIGNED APCH PROCS. WE WERE CONDUCTING THE ILS RWY 19 APCH AT ACT; WACO AND HAD ADVISED ATC THE APCH WOULD TERMINATE WITH A MISSED APCH; 'ASSIGNED MISSED APCH PROCS WERE; CLB TO 2000 FT L TURN TO 050 DEGS.' DURING THE INITIAL PORTION OF THE MISSED APCH; I INTRODUCED A SIMULATED ENG FAILURE. THE APPLICANT CONTINUED RWY HDG FOR 2-3 MI PRIOR TO BEGINNING THE L TURN. WE DID NOT EFFECTIVELY COMMUNICATE WITH ATC DUE TO THE WORKLOAD ON THE FLT DECK. THE APPLICATION WAS COMPLETING THE APPROPRIATE CHKLIST AND MY ATTN WAS DIRECTED BTWN THE ACFT PERFORMANCE; CLRING FOR TFC AND THE APPLICANT'S PERFORMANCE.
