Synopsis

AN MD11 ON LNDG ROLL RECEIVED A 'TIRE FAILURE WARNING' CAUSED BY INCOMPLETE MEL PROCS USED WHEN DEFERRING #8 TIRE BRAKE MONITOR.

Narrative

ON LNDG RWY 16L SEA; SLOWING THROUGH 80 KTS; RECEIVED A 'TIRE FAILURE' WARNING ON THE EAD AND AURAL. FO WAS FLYING USING MEDIUM AUTOBRAKES AND IDLE REVERSE (COMPLIANCE WITH SEA NOISE ABATEMENT) .LNDG WAS NORMAL AND DECELERATION RAPID DUE TO LIGHT WT -- APPROX 380000 LBS. WHEN THE WARNING ANNUNCIATED; I DISCONNECTED AUTOBRAKES (WITH CTL SWITCH) AND WE STOPPED NORMALLY AT RWY 16L AND TXWY M. I INFORMED TWR THAT WE HAD A TIRE FAILURE WARNING; THAT I WOULD VACATE THE RWY AND STOP AT TXWY M AND THE PARALLEL TXWY. THIS REQUEST WAS APPROVED. WE STOPPED AND I HELD THE BRAKES MANUALLY WHILE FO COMPLETED AFTER LNDG CHKLIST AND CALLED OUR MAINT. THE ARPT HAD THE RWY AND TXWY M INSPECTED. NO TIRE SHRAPNEL AND ALL TIRES STILL NORMAL ON ACFT. OUR MAINT CAME OUT WITH A TUG. THEY INSPECTED ALL TIRES AND CHKED PSI ON #8 WHICH OUR SYNOPTIC SHOWED NO PSI. ALL EQUIP NORMAL. WE SHUT DOWN ENGS; XFERRED TO APU PWR AND GOT A CLRNC TO BE TOWED. UPON FURTHER CONSULTATION; OUR FLT HAD BEEN RELEASED WITH A BRAKE PSI INDICATOR MONITOR INOP AND WAS NOTED ON THE RELEASE. HOWEVER; DUE TO OTHER MAINT DEFERRALS FOR THAT FLT; THE CIRCUIT BREAKER FOR THE ENTIRE BRAKE TEMP/TIRE PSI MONITORING SYS HAD NOT BEEN PULLED AS PER THE MEL MAINT PROC. AS A CONSEQUENCE; THE WARNING SYS SENSED A LOW/NO PSI IN TIRE #8 AND ACTIVATED 'TIRE FAILURE' WARNINGS. HAD I HAD A CHANCE TO REVIEW THE MAINT PROC FOR THIS ITEM; I WOULD HAVE BEEN AWARE THAT THE SYS SHOULD HAVE BEEN DISABLED.
