GAR RESULTED FROM COM PROB AND CLOSE SPACING AT CLEVELAND; OH.
HOLDING SHORT OF RWY 23L IN CLE; ON RWY 28; WE WERE #1 FOR TKOF. TWR CLRED US TO CROSS RWY 23L AND CLRED FOR TKOF ON RWY 23R. HE ALSO CLRED THE B737 BEHIND US TO CROSS RWY 23L AND POS AND HOLD ON RWY 23R. WE CHKED FOR TFC ON FINAL; SAW A BEECH 1900; JUDGED IT SAFE TO CROSS AND STARTED ACROSS RWY 23L. TWR MADE A XMISSION FOR SOMEONE TO HOLD SHORT OF RWY 23L; BUT THE CALL SIGN WAS UNCLR. THE B737 BEHIND US ACKNOWLEDGED THE TWR; SAYING THEY WOULD HOLD SHORT OF RWY 23L. WE THOUGHT ALL WAS WELL UNTIL THE BEECH 1900 INITIATED A GAR. THE TWR ASKED HIM WHAT THE REASON WAS FOR THE GAR AND HE SAID THAT THERE WAS TFC XING HIS RWY. THE TWR CANCELED OUR TKOF CLRNC; WHEN THE BEECH WENT AROUND. I ASKED THE TWR IF HIS HOLD SHORT INSTRUCTIONS HAD BEEN FOR US. HE SAID 'YES' THEY HAD BEEN. I SHOULD POINT OUT THAT EVEN IF WE HAD BEEN ABLE TO UNDERSTAND THE TWR'S HOLD SHORT INSTRUCTIONS; THE FRONT HALF OF OUR ACFT WAS ALREADY ACROSS THE HOLD SHORT LINE. THERE WAS ALSO NO SECOND CALL TO EXPEDITE OR STOP FROM THE TWR; ONLY SILENCE. THE CONFIGN OF THESE RWYS AND TXWYS AND THE PRACTICES OF THE TWR MAKE THIS A VERY DANGEROUS INTXN. THE RWYS AND TXWYS IN CLE ARE OUT-DATED AND THE CTLRS ARE ALWAYS TRYING TO PUSH TOO MUCH TFC; TOO FAST AND TOO CLOSE.
