A TAXIING; MANEUVERING B727 BLOWS ONE C172 INTO ANOTHER GA ACFT PARKED AT THE RAMP DURING A JETBLAST ENCOUNTER AT ICT; KS.
ON JUL/XA/00; I WAS PIC OF THE B727. THE FLT ORIGINATED FROM ACY AND WAS ENRTE TO MRY WITH A FUEL STOP IN ICT. WE LANDED AT ICT ON RWY 19R AND TURNED OFF AT TXWY D3. WE RECEIVED A PROGRESSIVE TAXI CLRNC TO FBO VIA TXWYS DC; B; AND A. WE STOPPED THE ACFT ON TXWY A BTWN TXWYS A8 AND A7. WE CONTACTED FBO ON 122.95 UNICOM FOR PARKING DIRECTIONS. THEY INFORMED US TO TAXI ONTO THE RAMP VIA TXWY A6. THE SIC ASKED IF THEY WERE SURE THEY WANTED US TO TAXI ONTO THE RAMP VIA TXWY A6 SINCE IT APPEARED TO HAVE QUITE A FEW ACFT ALREADY PARKED ON THE RAMP. THEY SAID YES AND TO ENTER ON TXWY A6. WE TAXIED UP TO TXWY A6 AND STOPPED. WE AGAIN ASKED IF THEY WANTED US TO ENTER TXWY A6 AND THEY REPLIED IN THE AFFIRMATIVE. AS WE TURNED L ONTO TXWY A6; FBO HAD 1 WING WALKER PER WING AND A MARSHALLER MEET THE ACFT AT THE INTXN OF TXWY A6 AND THE RAMP. WE THEN PROCEEDED ONTO THE RAMP UNDER GUIDANCE OF THE MARSHALLERS; MADE A SHARP R TURN TO PARALLEL TXWY A; THEN MADE A SHARP L 180 DEG TURN TO PARALLEL TXWY A HDG TOWARD THE SSW THE SHARP 180 DEG TURN TO THE L ON THE RAMP USED IDLE THRUST WITH MINIMAL THRUST ADDED TO COMPLETE THE TURN. WE WERE CONCERNED ABOUT THE ACFT TO THE E AND NE OF US DURING THE MANEUVERING. AT NO TIME DID ANY OF THE WING WALKERS OR MARSHALLER INDICATE THAT THERE WAS ANY PROB ON THE RAMP DURING THE PARKING. WE SHUT DOWN AND HAD THE ACFT REFUELED. THE SIC WENT IMMEDIATELY INTO THE FBO AND TOLD THEM THAT THEY REALLY SHOULD NOT HAVE BROUGHT US INTO THAT AREA FOR REFUELING. THE FBO AGREED THAT THEY MADE A MISTAKE. WHEN INSIDE THE FBO; I DID HEAR THAT WE CAUSED AN ACFT TO WXVANE INTO OUR THRUST; BUT I DID NOT HEAR OF ANY DAMAGE TO ANY ACFT. UPON OUR DEP; I DID NOTICE THAT FBO HAD MOVED MOST OF THE ACFT AROUND US AWAY GIVING US PLENTY OF ROOM IN CONSIDERATION OF THE JET THRUST. AGAIN; WE USED A MARSHALLER AND WING WALKERS TO GUIDE US OUT OF PARKING. WE ALSO USED MINIMUM THRUST FOR SAFETY TO GET US MOVING. WE CALLED ON UNICOM AFTER EXITING THE RAMP ONTO THE TXWY TO MAKE SURE WE DID NOT CAUSE ANY PROBS. THEY STATED THAT EVERYTHING WAS FINE. ON JUL/XB/00; I RECEIVED A CALL FROM FLT OPS DIRECTOR THAT THE CREW OF OUR ACFT HAD BEEN INVOLVED IN AN ACCIDENT AT ICT. IT IS IMPOSSIBLE TO SEE BEHIND YOU IN A LARGE ACFT OR TO DETERMINE THE EXTENT OF YOUR JETBLAST. IF I EVER HAVE ANY DOUBTS ABOUT PARKING ON A RAMP WITH OTHER ACFT; I WILL DEFINITELY GO TO A DIFFERENT FBO WITH A LARGER; AIRPLANE-FREE RAMP. THIS GOES NO MATTER WHAT THE FBO STATISTICS. ALSO; JUST BECAUSE YOU HAVE A MARSHALLER AND WING WALKERS; UNFORTUNATELY; IT DOESN'T MEAN THEY ARE COMPETENT ENOUGH TO KEEP YOU CLR OF OTHER ACFT. SUPPLEMENTAL INFO FROM ACN 479038: IT IS ALLEGED THAT THE JETBLAST WXVANED A SMALL ACFT INTO ANOTHER SMALL ACFT UPON OUR ARR CAUSING DAMAGE. NEITHER OF THE SMALL ACFT HAD ANYONE IN THEM AND THERE ARE NO RPTED INJURIES. I HAVE LEARNED THAT THE PLTS CAN NEVER RELINQUISH THEIR AUTH TO TAXI AN ACFT IF THEY ARE NOT SURE OF THE SAFETY OF THE OP. FBO RAMP PEOPLE CANNOT BE TRUSTED; EVEN IF THEIR INTENTIONS ARE GOOD.
