FLC OF A CARGO FLT FAILED TO FOLLOW THE PUBLISHED ILS APCH PROC AFTER BEING CLRED BY ARTCC CTLR FOR THE APCH. THEY FAILED TO MAKE A PROC TURN PRIOR TO COMMENCING THE APCH.
ACFT X WAS ISSUED MLT MLT 047 DEG RADIAL UNTIL JOINING THE LOC FOR RWY 1 AT PQI. THIS CLRNC WAS ISSUED BY ANOTHER CTLR. ACFT X REQUESTED ANOTHER CLRNC DIRECT TO EXCAL LOM; WHICH IS THE FAF FOR ILS RWY 1 AT PQT. I TOOK OVER THE SECTOR; I CLRED ACFT X DIRECT EXCAL AND TO EXPECT THE FULL ILS. IN OTHER WORDS; HE WOULD NOT BE GETTING VECTORS TO FINAL. I WAS VERY BUSY AT THE TIME WORKING A COMBINED SECTOR (SECTOR 15 AND SECTOR 16). THE SECTOR WAS IN THE PROCESS OF BEING DECOMBINED. AT ONE POINT; I CLRED THE PLT TO 4000 FT AND TO CROSS EXCAL AT OR ABOVE 4000 FT. THE PLT CAME BACK LATER AND ASKED IF OUR RADAR WAS WORKING AND WHY WEREN'T THEY GIVEN 3200 FT. I ADVISED THEM THE RADAR WAS WORKING AND THAT THEY WOULD BE ISSUED 3200 FT SHORTLY. SHORTLY THEREAFTER; I ISSUED 'CROSS EXCAL; CLB TO 3200 FT CLRED ILS RWY 1 PRESQUE ISLE.' I RESUMED OTHER DUTIES AT THIS POINT. ACFT X LATER RPTED 'ILS INBOUND; REQUEST FREQ CHANGE.' I THEN ASKED IF HE COMPLETED A PROC TURN. HE SAID 'NO; I'M NOT REQUIRED TO DO A PROC TURN UNLESS DIRECTED BY ATC.' HE THEN RPTED DSNDING TO AN ALT BELOW THE MIA OF 3200 FT. AT THIS POINT I SHOULD HAVE ISSUED SAFETY/ALT ALERT BECAUSE THE PLT DID NOT FOLLOW THE CORRECT APCH PROCS.
