ALT XING AND SPD RESTR NOT MET ON ARR TO TORONTO.
WHILE ON THE PROFILE DSCNT FOR RWY 23 AND RWY 24L INTO TORONTO; ONTARIO; CANADA; I DID NOT CROSS THE GUELF INTXN AT THE CORRECT ALT OR AIRSPD. APPROX 3-4 MI PRIOR TO THE INTXN; THE FO BROUGHT THE XING RESTR TO MY ATTN. SHORTLY AFTER THAT; TORONTO CTR POINTED OUT THAT IT DIDN'T 'LOOK LIKE WE WOULD MAKE THE RESTR.' CTR ASKED US TO DSND AND SLOW DOWN ASAP. WE CROSSED GUELF INTXN APPROX 1000 FT TOO HIGH AND APPROX 25 KTS TOO FAST. I THEN DSNDED TO 11000 FT MSL AND SLOWED DOWN TO 250 KTS AS QUICKLY AND SAFELY AS POSSIBLE. CONTRIBUTING FACTORS TO THIS SIT WERE; THIS WAS THE FO'S FIRST TIME INTO TORONTO AND IT HAD BEEN OVER 2 YEARS SINCE I HAD FLOWN INTO TORONTO. THIS IS NOT AN EXCUSE; BUT SOME THINGS THAT CONTRIBUTED. SUPPLEMENTAL INFO FROM ACN 484183: THE BRIEFING DISCUSSED ALL FACTORS INVOLVED WITH FLYING TO CANADA (YYZ). IT WAS MY CAPT'S TURN TO FLY SO HE BRIEFED THE FLT TO YYZ. THIS DSCNT HAS 2 XING RESTRS. THE CAPT BRIEFED THE STAR AND STARTED TO FLY THE PROFILE DSCNT ON THE APCH PLATE. THE FIRST XING RESTR WAS MADE WITH NO PROBS. AS WE GOT CLOSER TO THE SECOND XING RESTR WHICH REQUIRED US TO BE AT 11000 FT AT 250 KTS 25 MI SSW OF YYZ VOR; IT APPEARED TO ME THAT IT WOULD BE CLOSE. I ASKED THE CAPT ABOUT THE NEXT XING RESTR. AT THE SAME TIME; TORONTO APCH CTL ALSO SAID 'IT LOOKS LIKE YOU'RE NOT GOING TO MAKE THE XING RESTR; AT LEAST GET YOUR SPD BACK PLEASE.' THE CAPT TOLD ME HE HAD FORGOTTEN ABOUT THE SECOND XING RESTR AND HE DID THE BEST HE COULD TO ABIDE BY IT.
