CAPT OF A B757 COMPLAINT REGARDING TWR GIVING LAHSO INSTRUCTIONS DURING LNDG ROLL AFTER A DIRECTED HIGH SPD DSCNT TO LNDG.

Narrative

HNL ATC NEEDS 1) TRAINING; 2) REALITY CHK. HNL APCH ISSUED INSTRUCTION 'CROSS 5 MI FROM RWY 4R AT 180 KTS.' ON GLIDE PATH THAT IS APPROX 1800 FT. THAT LEAVES A DSCNT OF 800 FT ON GLIDE PATH TO REDUCE AIRSPD 49 KTS TO TARGET OF 131 KTS AND BE STABILIZED AND SPOOLED UP FOR APCH. WHAT IS THE HURRY? SECOND AFTER LNDG ON RWY 4R; ON LNDG ROLL HNL TWR ISSUED LATE/SURPRISE INSTRUCTIONS TO HOLD SHORT OF RWY 8L. THIS IS DANGEROUS! THERE IS NOT AN APPROVED LAHSO PROC; NO RWY LIGHTING. WE USED HVY BRAKING AND EXCESSIVE REVERSE THRUST BECAUSE OF FUZZY; LATE; DANGEROUS INSTRUCTIONS. WE TURNED OFF AT TXWY K. OUR INITIAL PLAN WAS TO TURN OFF AT THE END OF THE RWY. APPARENTLY A 'LCL' ACR MADE A SHORT APCH (PROBABLY UNSTABLE) TO RWY 8L. HNL TWR; WITHOUT USING COMMON SENSE OR JUDGEMENT; ISSUES HOLD SHORT INSTRUCTION TO AN ACFT ON THE LNDG ROLL ON A RWY WITHOUT LAHSO PROC IN A SURPRISE LATE INSTRUCTION INSTEAD OF ISSUING A LAHSO INSTRUCTION TO AN AIRBORNE ACFT ON A LONGER RWY WITH A LAHSO PROC. DID I SAY THIS WAS AT NIGHT? LACK OF PLANNING ON HNL TWR'S PART; SHOULD NOT CREATE AN EMER/ABNORMAL SIT ON MY PART!
