Synopsis

INSTRUCTOR PLT EXPERIENCES RWY INCURSION AND CRITICAL CONFLICT WITH ANOTHER GA ACFT DEPARTING OPPOSITE DIRECTION AT AN UNCONTROLLED ARPT. A RWY CROWN (HUMP) PREVENTED THE TWO ACFT FROM SEEING EACH OTHER; AND INADEQUATE USE OF THE RADIO WAS CONTRIBUTORY.

Narrative

THE FLT WAS A CFI APPLICATION TRAINING FLIGHT; WHICH ORIGINATED AT ABC. RWY 27 IS THE PREFERRED CALM WIND RWY (TAILWINDS UP TO 5 KNOTS) BECAUSE OF THE ILS TO THAT RWY. RWY 27 IS ALSO THE CLOSEST TO THE RAMP AND IS FAVORED BECAUSE OF REDUCED TAXI TIMES. ON THIS PARTICULAR MORNING WE DEPARTED ON RWY 27 FOR THE PRACTICE AREA; BUT WHEN WE RETURNED TO THE ARPT; THE WINDS HAD SHIFTED SLIGHTLY AND TFC WAS USING RWY 09. THERE WERE AT LEAST TWO OTHER ACFT IN L TFC ON RWY 09. WE COMPLETED A FULL STOP LNDG AND TAXIED BACK FOR A SOFT FIELD TKOF. A BE33 AND C172 LANDED ON RWY 09 WHILE WE TAXIED BACK. THE RWY HAS A SLIGHT SLOP AND IT IS IMPOSSIBLE TO SEE ONE END FROM THE OTHER AT THE THRESHOLDS. WE CONFIGURED THE ACFT; CLEARED THE PATTERN; ANNOUNCED OUR DEP AND BEGAN A ROLLING TKOF ON RWY 09. JUST AS THE NOSE WHEEL CAME OFF THE RWY WE HEARD XYZ DEPARTING RWY 27. WE ABORTED THE TKOF AND CLEARED AT THE NEAREST TXWY. THE OTHER ACFT FLEW OVER US AT 50 FT AS WE SAT ON THE TXWY. IN LATER CONVERSATIONS WITH A PLT (PLT NOT FLYING) IN THE OTHER ACFT; I LEARNED THE PLT FLYING HAS A STRONG DISLIKE FOR RADIOS AND HAD INTENTIONALLY NOT TURNED ON THE ACFT'S RADIO UNTIL TAKING THE RWY FOR DEPARTURE AND THEN ONLY AT THE INSISTENCE OF THE PILOT NOT FLYING. THAT DELAY SERIOUSLY COMPROMISED THE SITUATIONAL. AWARENESS OF ALL INVOLVED AND COULD HAVE EASILY CAUSED FATALITIES. NO RULES WERE BROKEN HOWEVER. PLT'S ARE NOT REQUIRED TO USE MONITOR THE CTAF AT NON TOWERED ARPTS. IF THE PLT ADHERED TO THE RECOMMENDED PROCS IN THE AIM SOME SERIOUS STRESS WOULD HAVE BEEN AVOIDED. WHEN USED PROPERLY; THE RADIO IS A FAR SUPERIOR ANTI COLLISION TOOL COMPARED TO ANY LIGHTING SYSTEM. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR NOTED THAT THE RWY CROWN (HUMP) PREVENTED THE ACFT FROM SEEING EACH OTHER. RPTR ALSO RE-ITERATED THAT THE OTHER PLT'S FAILURE TO EFFECTIVELY UTILIZE THE RADIO WAS A PRIMARY CONTRIBUTOR TO THE INCIDENT.
