Synopsis

A BE36 CPR PLT COMPLAINT OF THE LACK OF INTERFAC COORD THAT CREATED A TFC CONFLICT IN THE PATTERN N OF CCR; CA.

Narrative

ON A VFR FLT FROM VCB TO CCR; USING VFR RA'S APCHING CCR I WAS HANDED OFF TO CONCORD TWR WHICH DOES NOT HAVE RADAR; SQUAWKING 1200. AS I RPTED 10 MI N FOR A VFR APCH I WAS INSTRUCTED TO ENTER AND RPT IN A 45 DEG TO A R DOWNWIND FOR RWY 32R. (RPT 2 MI ON THE 45 DEG OVER A VISUAL RPT POINT.) ALSO I WAS ADVISED OF A C172 ON THE PRACTICE LDA APCH TO RWY 19R CIRCLING TO RWY 32R. AS I KNEW THE ALTS AND COURSES OF THE APCH WERE CONFLICTING WITH MY PATH AND CONCORD DOES NOT HAVE RADAR; I CALLED BACK SUU ON THE #2 RADIO AND ASKED FOR THE POS OF THE TFC ON THE APCH INFORMING THEM THAT I WAS IN CONTACT WITH LCL CCR ON THE #1 RADIO. THEY ISSUED A POS IN RELATION TO CCR VOR AND I WAS ABLE TO LOCATE THE TFC AND INFORMED BOTH SUU AND CCR; 'TFC IN SIGHT.' AS MY SPD WAS CONSIDERABLY HIGHER THAN THE C172 (I WAS IN A BE36 BONANZA) I TOLD CCR THAT I WAS BEHIND; BUT REQUESTED TO PASS ON THE R AND FLY A PATTERN INSIDE THE TFC. THE TWR CTLR DENIED MY REQUEST AND PROCEEDED TO 'LECTURE' ME ON PATTERN PROCS. 'IF YOU ARE BEHIND YOU SHOULD EXTEND AND FOLLOW THE TFC.' I NOTIFIED I WAS BEHIND; BUT 50 MPH FASTER AND AT THAT TIME I REQUESTED ALTERNATE INSTRUCTIONS AS I WAS CLOSING IN FAST AND I WAS OVER GEAR EXTENSION SPD (WHICH WOULD SLOW ME DOWN) AND ASKED TO OVERFLY THE PATTERN AT 1500 FT AGL AND ENTER THE L PATTERN FOR RWY 32L; TO WHICH THE CTLR AGAIN SAID NO AND PROCEEDED TO EXPLAIN TO ME HE HAD SO AND SO TFC ON THE L SIDE AND HE DIDN'T HAVE ME IN SIGHT YET. AT THIS POINT I WAS OVERTAKING THE C172; UNABLE TO MANEUVER TO FOLLOW AND DISCOUNTING A 360 DEGS WITHOUT CLRNC TO POS MYSELF BEHIND. AFTER I OVERTOOK THE C172; THE CTLR SAW ME AND RESEQUENCED ME IN FRONT OF THE C172; WHO COMPLAINED ABOUT MY OVERTAKING MANEUVER AND WAS TOLD BY THE CTLR I HAD THEM 'IN SIGHT ALL THE TIME.' ARPTS IN HIGH DENSITY TFC THAT HAVE RADAR FOR THE APCH; BUT NOT FOR THE ARPT AREA; SHOULD HAVE WAYS TO FIGURE SEQUENCING (IE; OFF THE MAIN APCH RADAR WHERE THEY CAN IDENT IFR AND OR VFR ACFT). CTLRS SHOULD BE USING VALUABLE TIME ON CONGESTED FREQS TO ASK FOR CLARIFICATION; OR ISSUE INSTRUCTIONS VERSUS 'LECTURING PLTS' OR EXPLAINING THEIR REASONS.
