AN ARPT MGR RPT ON A C172 LNDG WITHOUT RECEIVING PRIOR PERMISSION FOR LNDG ENTRY FROM ARPT MGR AT MCC; CA.
I HAD INITIATED NOTAMS THROUGH THE RANCHO MURIETA FSS STATING THE ARPT WAS PRIOR PERMISSION REQUIRED. WHEN THE REPRESENTATIVE OF THE FAA ISSUED A TEMPORARY OPERATING CERTIFICATE FOR THE CIVILIAN COUNTY-OWNED ARPT CONVERTED FROM AN AFB; IT PUT A RESTR THAT ALL LNDGS HAD TO BE APPROVED BY THE ARPT MGR SO SAFETY ITEMS COULD BE BRIEFED. ON THE DATE OF THE INCIDENT; A PLT AND PAX LANDED IN A CESSNA. THE PLT WOULD NOT IDENT HIMSELF BUT ADMITTED HE HAD NOT READ OR ASKED FOR NOTAMS. THE PAX CLAIMED THEY HAD BEEN CLRED FOR A VOR APCH AND LNDG; BUT THE PLT STATED SAC APCH CTL HAD CLRED THEM ONLY FOR THE APCH. THE PAX WAS VERY IRATE WHEN I SAID I WOULD CALL THE SHERIFF IN ORDER TO FIND OUT THE IDENT OF THE PLT. I DID ALLOW THEM TO DEPART AFTER BRIEFING THE SAFETY HAZARDS PRESENT ON THE NEWLY-CONVERTED ARPT. WHEN I CONTACTED THE LCL FSDO; I LEARNED THAT UP TO 90% OF CIVILIAN PLEASURE FLYING PLTS DO NOT REQUEST NOTAMS FROM FSS. HAVING RETIRED FROM THE MIL AS A PLT; AND FROM AIRLINES; IT IS INCONCEIVABLE WHY ANY PLT WOULD NOT TAKE A FEW EXTRA MINS TO LEARN OF ANYTHING CONTAINED IN NOTAMS. EVEN WHEN I FLEW IN AN AERO CLUB; I ALWAYS CHKED THE NOTAMS FOR DEP; DEST; AND DIVERSION ARPTS.
