Synopsis

TIGHT TFC AT BETHEL; AK; LEADS TO A DISAGREEMENT AS TO CLRNC GIVEN AND POSSIBLE RWY INCURSION.

Narrative

WHILE PILOTING A PIPER; PA32-301; I WAS ACCUSED OF A RWY INCURSION ON RWY 29 AT THE BETHEL ARPT AT APPROX XA30 HRS ON OCT/WED/00; BY BETHEL TWR MGR. THE EVENT WENT DOWN LIKE THIS; TO MY BEST RECOLLECTION: AT APPROX THE SAME DATE AND TIME NOTED ABOVE I WAS RETURNING TO BETHEL FROM ATHMAWKLUK ARPT; EMPTY. THE BETHEL TWR ADVISED ME TO RPT OVER 'WHITE ALICE' (A RPTING POINT) WHICH I DID. ANOTHER ACFT MADE THE SAME RPT OVER THE SAME PLACE A COUPLE OF SECONDS BEFORE ME. I ADVISED TWR OF THIS AND HE SAID TO 'CONTINUE.' A FEW SECONDS LATER; BETHEL TWR SAID THAT I WAS '#2 CLRED TO LAND RWY 36.' I STILL DIDN'T SEE ANYBODY AND I ADVISED THE TWR OF THIS. AT ABOUT THIS TIME I'M NOW PICKING UP THE TFC THAT I'M SUPPOSED TO FOLLOW JUST AS I'M XING THE RWY CTRLINE; PERPENDICULAR TO IT; JUST S OF THE RWY 36 THRESHOLD. I ASKED THE TWR 'WHAT DO YOU WANT ME TO DO; I DON'T THINK THIS WILL WORK?' HE SAID 'CONTINUE S-TURNS APPROVED TO THE RWY.' I SHOULD HAVE PUNCHED OUT AT THIS POINT BUT I DIDN'T. I TURNED 120 DEGS TO THE L AND MADE MY WAY TO THE RWY. AS I DID THIS; I NOTICED ANOTHER ACFT RIGHT BEHIND ME 1/4 MI OR SO WHICH IN MY OPINION WAS TOO CLOSE FROM BOTH ACFT - THE ONE IN FRONT OF ME AND THE ONE BEHIND ME -- ME BEING IN THE MIDDLE TIGHTLY SQUEEZED. THE ACFT IN FRONT OF ME LANDED AND CLRED THE RWY AS I APCHED THE THRESHOLD; I FLARED TO LAND AND HIT A WAKE (I PRESUME FROM PRECEDING ACFT) AND HAD AN EXCITING COUPLE OF SECONDS BEFORE MY TOUCHDOWN. I LANDED ON RWY 36 AND KNOW I'VE GOT TFC DIRECTLY BEHIND ME CLOSE BECAUSE I SAW HIM DURING MY S-TURNS ON FINAL. IN THE STRESS OF THE MOMENT; BETHEL TWR ISSUED ME A CLRNC TO EXIT ON RWY 29; OR WHAT I THOUGHT WAS A CLRNC; AND I DID. TO THIS I WAS ADVISED THAT I INCURRED ONTO RWY 29 AND TO CALL THE BETHEL TWR SUPVR. I SPOKE WITH THE BETHEL TWR SUPVR; AND HE ADVISED THAT I WAS IN THE WRONG AND THAT HE WAS GOING TO WRITE UP THE INCIDENT. I OBSERVED THAT HE SEEMED AGITATED DURING OUR CONVERSATION BUT I DID ACCEPT MY ROLE IN THIS.
