Synopsis

C750 FLC AND FLT OF 2 MIL F16'S HAD NMAC IN MGM CLASS E.

Narrative

APCH WAS VECTORING US TO AN AREA WHERE WE COULD DSND. THE F16'S WERE CALLED TO US AT 10000 FT. WE HAD TCASII CONTACT BUT COULDN'T SEE THEM BECAUSE WE WERE IN AND OUT OF CLOUDS. ALL AT ONCE I SAW AN UP ARROW ON THE TARGET AND NUMBERS DECREASING. WE GOT AN RA FLY UP AND VOICE CALL 'PULL UP' AT MAX PWR WE CLBED TO 11600 FT AND THE TARGET STAYED AT 200 FT SEPARATION UNTIL WE PASSED 11500 FT AND WE SEPARATED FROM THE F16'S. WE SAW ONE OF THE F16'S FOR A MOMENT JUST PRIOR TO THE EVENT. THIS COULD HAVE POSSIBLY BEEN AVOIDED IF THE F16'S HAD BEEN ON VHF. WE KNEW THE CTLR WAS TALKING TO A MIL PLANE AND THAT WAS ALL. I HAVE BEEN TRYING/BEGGING THE LCL MIL TO USE VHF'S VERSUS UHF SO WE COULD KNOW WHERE EACH OTHER WAS. THEY DON'T LIKE TO. I THINK ALL MIL SHOULD USE VHF WHEN FLYING AROUND CIVILIAN ARPTS OR LCL TFC AREAS. SUPPLEMENTAL INFO FROM ACN 490933: C750 WAS HANDED OFF FROM CTR LEVEL 11000 FT MSL ADVISED THAT HE CLBED DUE TO TCASII RESOLUTION FROM MIL LEVEL AT 10000 FT MSL. TFC WAS ISSUED AND COLLISION ALERT SOUNDED. NO OBSERVED LOSS OF SEPARATION.
