ILM CTLR TRANSGRESSES NKT AIRSPACE BOUNDARY.
APPROVED NON RADAR KING AIR OFF NCA HDG 320 DEGS; CLBING TO 3000 FT. TOOK RADAR HDOF FROM NCA APCH. INTERMITTENT XPONDER. WHEN 3 MI INSIDE MY AIRSPACE; TURNED ACFT L 220 DEG VECTOR TO PARALLEL AIRSPACE BOUNDARY BTWN ILM AND NKT (SAME BOUNDARY AS NCA; HOWEVER; THEY OWN 4000-10000 FT) AND CLBED ACFT TO 10000 FT. TURNED ACFT FURTHER R HDG 235 DEGS TO AVOID AIRSPACE. ACFT FLEW FOR 10 MI WITHIN 1 1/2 MI OF NKT/ILM BOUNDARY. VERY BUSY; ALONE ON POS WITH NO ASSISTANCE AVAILABLE. 8 AIRPLANES ON FREQ. SUPVR NOT PRESENT IN IFR ROOM (RADAR ROOM). SUPPLEMENTAL INFO FROM ACN 491490: THIS WAS AN OPDEV CALLED BY CTLR(S) AT NKT. THEIR ATTEMPT WAS TO 'SET UP' NCA APCH CTL DUE TO AN ONGOING DISAGREEMENT BTWN THE 2 FACILITIES. A C12 DEPARTED NCA ON A 320 DEG HDG INTO ILM AIRSPACE CLBING TO 3000 FT. 1 1/2 MI INSIDE ILM AIRSPACE; ACFT WAS TURNED L TO 220 DEGS AND CLBED TO 10000 FT. THIS 220 DEG HDG SHOULD HAVE PARALLEL MIL/SUA. ACFT X DRIFTED BACK TO WITHIN 1/2 MI OF THE ILM/NKT AIRSPACE BOUNDARY. THE NKT CTLRS WATCHED THIS WHOLE EVENT CALLED ILM WHEN ACFT X WAS LEAVING 7300 FT. AN ATTEMPT WAS MADE TO CORRECT ACFT X'S HDG BACK TO 235 DEGS; BUT NKT CALLED THE DEAL.
