A C150 STUDENT PLT GOES IMC IN VFR FLT; IS TEMPORARILY LOST AND UPON RETURNING TO HIS DEP ARPT OVERFLIES A HOUSE ON THE APCH AT 255 FT AGL NEAR OXD; OH.
ON NOV/XA/00 AT OXD; MY INSTRUCTOR TOLD ME I COULD SOLO; BUT COULD NOT LEAVE THE PATTERN BECAUSE HAMILTON'S (HAO) ASOS WAS RPTING 7 SM AND A LAYER AT 3000 FT. AFTER DEP; I TURNED XWIND AT 1700 FT MSL. AT 1800 FT MSL; THE VISIBILITY STARTED GETTING WORSE. AT 1900 FT MSL; I LOST SIGHT OF THE ARPT AND DSNDED TO 1600 FT MSL. AFTER THIS; I CALLED OXD UNICOM TO GET ASSISTANCE FROM MY INSTRUCTOR WHO ASKED ME TO DESCRIBE LANDMARKS IN SIGHT. AFTER NOT BEING ABLE TO DESCRIBE ANY KNOWN LANDMARKS; I WAS INSTRUCTED TO CONTACT CINCINNATI APCH CTL. SHORTLY AFTER CONTACTING APCH; I INFORMED THEM THAT I RECOGNIZED A LANDMARK AND THAT I WAS RETURNING TO UNICOM FREQ. ON MY APCH TO OXD; I WAS APPROX 1300 FT MSL DUE TO DETERIORATING WX CONDITIONS. I DID NOT SEE THE ARPT UNTIL I WAS OVER THE TOP OF IT. THEN I CIRCLED AROUND AND MADE A SAFE LNDG. BECAUSE OF THE WX CONDITIONS; I OVERFLEW A NEARBY HOUSE AT LESS THAN MSA (500 FT AGL). CONTRIBUTING FACTORS: THE NEAREST WX RPTING STATION IS HAO AND WAS RPTING THE FOLLOWING CONDITIONS: XA53Z -- 7 MI VISIBILITY BROKEN AT 3700 FT; XB53Z -- 7 MI VISIBILITY OVCST AT 3900 FT; XC39Z -- (JUST AFTER I LANDED) 5 MI VISIBILITY BROKEN 3000 FT OVCST 3700 FT. AFTER DEPARTING; THE WX DETERIORATED RAPIDLY AT OXD.
