B757-200 CREW HAD CONFLICT WITH DEPARTING ACFT IN MIA. DEPARTING ACFT ON RWY 12 WAS TOLD ACFT LNDG ON RWY 9R WOULD HOLD SHORT. LNDG B757 WAS NOT TOLD TO HOLD SHORT.
OUR FLT HAD RECEIVED A 'CLRED TO LND' CLRNC ON RWY 09R. A CLRNC WAS GIVEN TO ANOTHER ACFT TO TKOF ON RWY 12 WITH THE CTLR ADDING THE ACFT LNDG ON RWY 09R WILL HOLD SHORT OF YOUR RWY. WHILE THIS XMISSION WAS MADE I WAS COMPLETING THE FINAL CHKLIST ITEMS WHICH REQUIRE VERBAL CALLOUTS BY OUR OPERATING PROCS AND I DID NOT HEAR ALL OF THE TWRS XMISSION TO THE ACFT DEPARTING ON RWY 12. WE HAD COCKPIT JUMPSEAT PLT WHO IS A CAPT AND HE CLEARLY OVERHEAD THE XMISSION AND NOTED THE POS OF THE ACFT DEPARTING ON RWY 12 RELATIVE TO OUR POS AND IT WAS APPARENT TO HIM THAT THERE WOULD NOT BE A CONFLICT WITH OUR ACFT. NOTING THAT; HE DID NOT INTERRUPT THE STERILE PERIOD JUST BEFORE TOUCHDOWN WITH THIS INFO; HOWEVER; RELAYED IT TO ME ONCE WE WERE PARKED AT THE GATE. WE HAVE SIT HERE WHERE WE WERE THE LNDG ACFT AND NOT GIVEN A HOLD SHORT; BUT THE DEPARTING ACFT ON A CROSS RWY WAS GIVEN A TKOF CLRNC AND TOLD THAT WE WERE ON A LND AND HOLD SHORT CLRNC WHICH WAS NOT CORRECT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTED IS AN IOE CHK AIRMAN FOR HIS ACR. HE WAS GIVING A FULLY QUALIFIED CAPT THE ACR INT'L QUALIFICATION INTO SOUTH AMERICA AND MROC. THE CAPT WAS AN OBSERVER MEMBER OF THE CREW. RPTR THOUGHT THAT THE TWR OP AT MIA FOR THE LAST SIX MONTHS HAS BEGUN TO LOOSEN UP WITH AN INCREASING NUMBER OF CTLR MISTAKES BEING OBSERVED. THIS WAS THE MOST SERIOUS EXAMPLE.
