2 ACFT LAND ON INTERSECTING RWYS AT POU; NY. ONE WAS GIVEN A GAR BY TWR; BUT DID NOT EXECUTE IT. THE OTHER WAS ON THE WRONG FREQ AND SAW NO LIGHT SIGNALS.
I DEPARTED HPN AT APPROX XA00. ATIS INFO WARNED OF LOW LEVEL WINDSHEAR. I CLBED TO APPROX 3000 FT AND FOUND SMOOTHER AIR; BUT OVER RISING TERRAIN AND BENEATH CLOUDS THERE WAS HVY TURB AND VERT WINDS AND UPDRAFTS. I WAS MONITORING NEW YORK APCH ON 126.4. 10-15 MI FROM POU; I TUNED IN POU ATIS. WINDS WERE 280 DEGS/16 KTS GUSTING TO 20 KTS AND RWY 24 IN USE (ATIS). WHILE DSNDING; I WAS DISTR BY A GUST AND I CONTINUED TO CTL THE ACFT. IT WAS MY INTENTION TO SWITCH FREQS TO 124.0. I SWITCHED FREQS ON A KX155; GAVE A POS RPT AND CONFIRMED ATIS. I WAS GIVEN (OR HEARD) 'SQUAWK XXXX.' I ENTERED THAT CODE AND CONTINUED THE APCH TO POU. AS I CONTINUED A DSNDING APCH; I HEARD OTHER ACFT OVER THE RADIO. THEN THERE WAS A GREAT DEAL OF STATIC AND THEN SILENCE. BECAUSE OF THE TURB; MY FIRST CONCERN WAS TO SAFELY FLY THE ACFT. I CONTINUED MY APCH AND CONTINUED TO BROADCAST MY POS AS I ENTERED INTO A 45 DEG ANGLE TO THE DOWNWIND. I CONTINUED TO LOOK FOR AIR TFC AND A LIGHT SIGNAL FROM THE POU TWR. SEEING NO TFC OR LIGHT SIGNALS; I CONTINUED MY APCH WHILE CALLING MY BASE AND FINAL LEGS. I LANDED ON RWY 24 AND WAS ABLE TO STOP BY THE FIRST INTXN; TURNED L AND WAS DIRECTLY IN FRONT OF THE TWR. I CALLED GND CTL ON 121.8 AND MADE CONTACT AND WAS GIVEN GND CLRNC AND WAS ASKED TO 'COME TO THE TWR.' I WONDERED WHY. I WAS GREETED BY A MAN WHO IDENTED HIMSELF AS THE AREA SUPVR OF POU TWR AND THE PERSON ON GND CTL WHEN I LANDED. HE TOLD ME THAT THERE WAS A PLTDEV AND THAT 2 ACFT HAD LANDED ON INTERSECTING RWYS AT THE SAME TIME. I HAD LANDED ON RWY 24 AND ANOTHER ACFT HAD REQUESTED RWY 33 FOR WINDS. HE SAID THAT I WAS NOT IN RADIO CONTACT AND THE TWR HAD TRIED TO GET ME TO 'GO AROUND.' FAILING TO CONTACT ME; THE OTHER ACFT WAS TOLD TO 'GO AROUND' BUT DID NOT RESPOND EITHER. THERE WAS THE POSSIBILITY OF A COLLISION. I TOLD HIM ABOUT MY LISTENING TO ATIS; GETTING A SQUAWK CODE; LOSING RADIO CONTACT AND FLYING THE BROADCAST APCH TO RWY 24 IN TURBULENT CONDITIONS. I RETURNED TO MY ACFT AND SAW THAT THE STORED FREQ I WAS XMITTING ON WAS NOT 124.0; BUT 126.4. I REALIZED THAT DURING THE TURB MY ATTN WAS DIVERTED AND I HAD NOT PUT IN THE FREQ I THOUGHT I HAD.
