H25B FLC CHALLENGED BY TUS TWR FOR PASSING RWY 11 HOLD SHORT LINE WITH F16 LNDG.
WE WERE TAXIING TO RWY 11R. WE HELD SHORT OF INTXN D FOR A MOONEY; THEN BEHIND THE MOONEY WHO CROSSED INTXN A; WHILE HE HELD SHORT FOR AN F16. AS HE CROSSED INTXN A; WE WERE CLRED TO TAXI TO RWY 11R. WE PASSED BEHIND THE F16 AND CONTINUED TO FOLLOW THE MOONEY TO RWY 11R. AS WE CROSSED THE HOLD SHORT LINE FOR THE STOPWAY FOR RWY 11L; WE SAW AN F16 ON A HIGH L BASE; THE COPLT SAID 'WE HAVE AN F16 ON BASE WHO JUST WENT KNIFE-EDGE TO FINAL (90 DEG L TURN). WE STOPPED THE AIRPLANE ACROSS THE HOLD LINE; BUT SHORT OF THE STOPWAY EDGE LINE. NO PART OF OUR ACFT WAS ON THE STOPWAY. AS OUR ACFT FINISHED STOPPING; GND CALLED US TO STOP; WHICH WE ALREADY WERE. THE F16 WENT AROUND. WE WERE TOLD TO TURN L ON RWY 11; THEN L ON A4 TO CLR; THEN GO TO TWR. WE WERE LATER NOTIFIED BY TWR THAT THEY WERE FILING A PLTDEV RPT. WE ACTUALLY HAD THE F16 IN SIGHT THE WHOLE TIME AND INITIATED THE STOPPING. CONTRIBUTING FACTORS: 1) MIL ACFT AT A MIXED USE ARPT FLYING NONSTANDARD PATTERNS. 2) HAWKER INTERCOM HAS NO VOLUME CTL SO SOMETIMES IT IS HARD TO HEAR COPLT AND ATC WHEN LCL CTL ARE TALKING SOMETIMES. 3) MIL ACFT ARE XMITTING ON UHF. SOME SITUATIONAL AWARENESS WAS LOST WITH RESPECT TO KEEPING TRACK OF WHICH F16 WAS WHICH. 4) TRYING TO COMPLETE CHKLIST ITEMS; NAV ACROSS THE ARPT; MONITOR ALL CALLS; AT AN UNFAMILIAR ARPT. 5) AS A CREW ON SUBSEQUENT LEGS; WE DECIDED TO COMPLETE ALL CHKLIST ITEMS THAT DON'T REQUIRE ACFT MOVEMENT IN THE BLOCKS; LEAVING US BOTH TO FOCUS ON SURFACE MOVEMENT.
