Synopsis

A C172 STUDENT PLT; AFTER LOSING 2-WAY COM; PULLS OUT ON THE ACTIVE IN FRONT OF AN APCHING KING AIR. THE PLT HAD RECEIVED A BLINKING GREEN LIGHT FROM THE CTLR AT MHK; KS.

Narrative

I WAS INBOUND TO MHK FROM THE NW ABOUT 10 NM WHEN I CONTACTED THE TWR. THE CTLR RPTED TO CONTACT ON R DOWNWIND TO RWY 21. THIS WOULD HAVE REQUIRED ME TO CROSS THE ACTIVE RWY AT A LOW ALT. I RESPONDED WITH; 'WOULD A L DOWNWIND TO RWY 21 WORK BETTER?' THE CTLR AGREED AND I PROCEEDED TO AN UNEVENTFUL LNDG. I STOPPED TO CHK THE WX; GO TO THE BATHROOM; AND FILE A NEW FLT PLAN. UPON ARRIVING BACK TO THE ACFT; I DID A BRIEF PREFLT INSPECTION SOON AFTER SHUTTING THE ACFT DOWN; LINE PERSONNEL TOLD ME THE CTLR WOULD LIKE TO TALK TO ME ON THE PHONE. WHEN SPEAKING WITH THE CTLR; I WAS INFORMED THAT I HAD TAKEN THE ACTIVE IN FRONT OF A KING AIR ON FINAL AND ALSO WAS ASKED IF I UNDERSTOOD THE PROCS FOR LOST COM; AND OF COURSE MY RESPONSE WAS YES; AS I REPEATED THEM BACK. I THEN ASKED IF THEY UNDERSTOOD THEIR PROCS FOR AN AIRPLANE NOT COMMUNICATING AND GOT NO RESPONSE. I THINK WHAT HAPPENED WAS WHEN I GOT THE GREEN LIGHT; THE CTLR EXPECTED ME TO TAKE OFF AND NOT TAXI BACK TO THE RAMP. I ALSO THINK THE AMOUNT OF TFC THE CTLR WAS DEALING WITH CONTRIBUTED TO THE INCURSION (5 ON THE RAMP AND 3 INBOUND IN THE PATTERN).
