B777 CREW; ON 12 MI FINAL; SLOWED IN PREPARATION FOR APCH; AGAINST ATC'S WISHES.

Narrative

I WAS LCA WITH STUDENT IOE ON LANDER ARR INTO DEN. UPON CHK-IN WITH DEN TRACON; WAS GIVEN SPD 220 KTS AND 13000 FT WITH HDOF TO FINAL. TRACON CTLR NO SPD WAS ASSIGNED; BUT WAS GIVEN ALT OF 10000 FT AT 8 MI FROM LEETS (FAF) FOR 16. STUDENT WANTED TO SLOW AND I AGREED SINCE WE WERE WELL INSIDE 3:1 FOR PLANNING A STABILIZED APCH; BEING 3000 FT OVER MARKER ALT AND AT 220 KTS ONLY IN A POS FOR FLAPS 1 DEG. WE SLOWED TO 190 KTS TO CONFIGURE FLR FLAPS 15 DEGS AND PREPARE FOR THE DSCNT WHEN ASSIGNED. THE APCH CTLR ASKED OUR SPD AT THE 7 MI FAF POINT AND THEN INFORMED US THAT WE WERE NOT TO SLOW ON OUR OWN. THE RADIO WAS VERY BUSY AND WE WERE UNABLE TO CONVEY OUR SLOWING TO THE CTLR. UPON ARR; THE CSR INFORMED US THE TRACON WANTED TO TALK TO US WHICH I CALLED. HE SAID HE WAS TRYING TO PLUG US INTO A 9 MI HOLE FOR WAKE TURB; BUT THE FINAL CTLR NEVER TOLD US TO MAINTAIN A SPD; AND WE WERE VIOLATING THE ABILITY TO BECOME STABILIZED IN THE APCH AT 7 MI AND 43000 FT HIGH. AT FDEN WE ARE ASSIGNED A SPD INSIDE THE GATE BUT THAT SPD OF 230 KTS OR 210 KTS IS NEVER MENTIONED AGAIN AS WE ARE ON DOWNWIND AND BASE; SO WITH NO FURTHER ATC ASSIGNED SPDS; WE SLOW ON LATE DOWNWIND OR BASE TO BE IN A POS TO STABILIZE. RADIO IS TOO BUSY TO CONVEY EVERY AIRSPD CHANGE LATE IN APCH. TOLD CTLR FOQA SHOWS 777 UNSTABILIZED APCH IN DEN A LOT.
