B737-200 FLC ABORTS THEIR TKOF AT LOW SPD WHEN THE ACFT CONFIGN WARNING ALERTS THEM TO A NO-FLAP TKOF SIT AT HRL; TX.

Narrative

AFTER PUSHBACK FROM GATE AT HRL; AFTER START CHK COMPLETE. I BELIEVE I CALLED FOR FLAPS 5 DEGS; CALLED FOR TAXI TO RWY 13 (IT'S A FAIRLY SHORT TAXI). WE WERE IN NO HURRY AND MADE A SLOW TAXI TO THE RWY. WE RAN THE PRETKOF CHKLIST. WE WERE CLRED INTO POS AND HOLD FOR RWY 13 AND WAITED FOR AN ARR ON RWY 17. SUBSEQUENTLY; WE WERE CLRED FOR TKOF (IT WAS MY LEG); ADVANCED THROTTLES AND GOT A TKOF WARNING HORN. I HIT THE SPD BRAKE LEVER TO NO AVAIL. AT THAT TIME THE FO POINTED AT FLAP POS AND SAID 'FLAPS.' WE WERE BARELY ROLLING BY THEN; PULLED PWR TO IDLE AND TAXIED OFF RWY 13 ONTO TXWY. WE TOLD TWR WHAT WE WERE DOING AND SAID WE'D BE READY TO GO IN A MIN. WE PLACED THE FLAPS TO 5 DEGS; RAN THE ENTIRE CHKLIST; BRIEFED THE PAX; AND WERE ON OUR WAY TO AUS. WE BOTH TALKED ABOUT THE EVENT ON THE WAY TO AUS: 1) DURING ANNOUNCEMENT OF 'AFTER START CHK COMPLETE' (JUST AFTER); GND GAVE US TAXI INSTRUCTIONS. I CAN'T FOR CERTAIN SAY I CALLED FOR FLAPS 5 DEGS OR NOT. THE FO SAID HE DID NOT HEAR ME IF I DID. 2) RUNNING CHKLIST; WE BOTH FAILED TO CATCH THE FLAP POS. 3) WE WERE NOT IN A HURRY/RUSHING. 4) COMPLACENCY IS ALWAYS LURKING. FIRST DAY XB30-XC10; 8 LEGS IN A DASH 200. SECOND DAY 4 LEGS IN A DASH 300 ARRIVE MAF AT XC20. THIRD DAY 7 LEGS IN DASH 200 AND THIS WAS #6 OF 7 LEGS. 5) THIS HAS NEVER HAPPENED IN MY 24_ YRS HERE -- WHY NOW? 6) I'M A SAFE PLT; CHK TKOF AND LNDG CONFIGN DILIGENTLY. FLY BY THE BOOK! 7) I HAVE NO EXCUSE FOR WHAT HAPPENS TO US. IT'S MY FAULT AS I AM THE CAPT. 8) I'LL BE AS CAREFUL AS I HAVE BEEN IN THE PAST -- EVEN MORE SO!
