NON TWRED ARPT TFC CONFLICT WITH ACFT USING OPPOSITE ENDS OF THE SAME RWY.

Narrative

2 ACFT DEPARTING TOWARD EACH OTHER ON THE SAME RWY AT THE SAME TIME; POSSIBLE COLLISION HAZARD. OUR ACFT: 'CESSNA 182 WITH CFI INSTRUCTING (PNF) IN R FRONT SEAT; ANOTHER CFI (PF) IN L FROM SEAT; AND ANOTHER PLT IN THE L REAR SEAT. OTHER ACFT: BE1900 COMMUTER; PAX FLT; DEPARTING ON AN IFR FLT PLAN INTO VMC. ARPT AWOS WAS OTS; AND AS RPTED BY FSS PREFLT BRIEFING. ARPT TXWY BTWN THE FBO RAMP AND THE COMMUTER TERMINAL IS CLOSED; AS RPTED BY FSS PREFLT BRIEFING. THE TXWY FROM THE FBO RAMP (FBO IS AT W END OF ARPT) IS OPEN TO RWY 6. A TAXI FROM THE FBO RAMP TO RWY 24 WOULD REQUIRE A BACK-TAXI ON THE ACTIVE RWY. THE TXWY FROM THE COMMUTER TERMINAL (TERMINAL IS AT MID ARPT) IS OPEN TO RWY 24. A TAXI FROM THE COMMUTER TERMINAL IS RWY 6 WOULD REQUIRE A BACK-TAXI ON THE ACTIVE RWY. ARPT UNICOM OPERATING ON CTAF AT UNCTLED FIELD RPTED WINDS AS FROM 350 DEGS AT 6 KTS. 2 PREVIOUS ACFT; A COMMANDER TURBOPROP AND A CITATION JET DEPARTED RWY 6. THEY DEPARTED FROM THE SAME FBO RAMP AS US. OUR START; RUN-UP; AND CHKLISTS WERE NORMAL. WE RECEIVED WINDS FROM UNICOM ON THE CTAF AS 350 DEGS AT 6 KTS; AND THE NEARBY WIND SOCK VERIFIED THAT. PF XMITTED 'ARPT TFC; IDENT; TAXIING FOR RWY 6; ARPT NAME.' DURING OUR TAXI OUT; A BE1900 RPTED 'TAXIING TO RWY 24.' PNF IMMEDIATELY XMITTED: 'ARPT TFC; IDENT DOING RUN-UP AT THE RWY 6 DEP END; ARPT NAME.' UNICOM XMITTED: 'ARPT TFC; THERE IS A BE1900 TAXIING FOR RWY 24; OTHER TFC ON RWY 6.' C182 COMPLETED RUN-UP; CHKED VISUALLY FOR TFC AND PF XMITTED: 'ARPT TFC; TAKING RWY 6; DEPARTING TO THE E; ARPT NAME.' WE TAXIED ONTO RWY 6; DID A FULL PWR RUN-UP. PF XMITTED: 'ARPT TFC; IDENT; ROLLING ON RWY 6.' APPROX 100 FT INTO THE TKOF ROLL; PNF OBSERVED TO PF 'SOMETHING SHINY IS AT THE OTHER END OF THE RWY; MAY BE AN AIRPLANE.' APPROX 200 FT INTO THE TKOF ROLL; PNF DECLARED; 'I THINK IT IS THE 1900; I HAVE THE CTLS.' PF IMMEDIATELY RELEASED CTL OF THE ACFT AND PNF (CFI IN R SEAT); REDUCED PWR TO IDLE; BRAKED AND TURNED L TO GET TO THE N EDGE; IF NOT OFF THE RWY. UPON ARRIVING NEAR THE EDGE OF THE RWY AND SEEING THE DISTANCE TO THE APCHING BE1900; PNF ELECTED TO COMPLETE A 180 DEG TURN AND TAXI BACK; OFF THE RWY INTO THE RWY 6 RUN-UP AREA. WHILE IN THE RWY 6 RUN-UP AREA; THE PLT IN L REAR SEAT OBSERVED THAT THE BE1900 WAS BEYOND THE END OF THE RWY AND WAS NO LONGER A FACTOR.
