A LJ60 FLC EXPERIENCES A POTENTIAL CONFLICT WITH DEP TFC WHEN RECEIVING VECTORS FROM LCL CTLR AT HPN; NY.
NEW YORK APCH HANDED US OVER TO HPN TWR WITH A CLRNC FOR A VISUAL TO RWY 16. UPON CHKING IN WITH TWR; WE WERE ABEAM THE NUMBERS OF RWY 16; L DOWNWIND. APCH HANDED US OFF TO TWR WHEN WE WERE MIDFIELD AND 2000 FT MSL. TWR INSTRUCTED US TO TURN A 4 MI BASE AND FINAL TO RWY 16. AS WE WERE ABOUT TO TURN FINAL; TWR INSTRUCTED US TO FLY THROUGH THE RWY 16 EXTENDED CTRLINE BY 1 MI. THEN; IMMEDIATELY TWR CALLED BACK AND TOLD US THEY WOULD CALL OUR TURN. THIS WHOLE TIME WE WERE AT 2000 FT AND 170 KIAS; FLAPS 20 DEGS; GEAR DOWN. TWR FINALLY CALLED US AND INFORMED US WE 'HAD GONE TOO FAR; TURN L TOWARD THE ARPT NOW!' WHEN FACING TOWARD THE ARPT (HPN) WE IMMEDIATELY RECEIVED A TCASII WARNING OF 'TFC.' IT WAS BELOW; AHEAD; AND CLBING FAST. WE SOON GOT AN RA TO 'CLB.' I INITIATED A CLB; CALLED FOR FLAPS TO 8 DEGS AND GEAR UP. I RECOVERED AND FINALLY CLRED THE CONFLICT AT 3100 FT MSL (100 FT INTO NEW YORK CLASS B AIRSPACE). THAT WAS WHEN TCASII INFORMED 'CLR OF CONFLICT.' HPN TWR CALLED TO INFORM US WE WERE NO LONGER AT 2000 FT MSL AND IMMEDIATELY RETURN TO 2000 FT. I THEN INFORMED HIM (TWR CTLR) THAT HE HAD TURNED US HEAD ON INTO A FAST CLBER AND WE RECEIVED AN RA AND HAD TO DEVIATE. HE THEN CLRED US FOR A VISUAL TO RWY 16. I WAS NOT CONFIGURED TO LAND AND INSISTED TO BE RESEQUENCED WITH NEW YORK APCH. THAT WAS DONE AND WE LATER LANDED WITHOUT FURTHER EVENT. HPN WAS VERY BUSY WITH IFR AND VFR TFC. THE TWR CTLR SEEMED OVERWHELMED AND FRUSTRATED. HE OBVIOUSLY COULDN'T REMEMBER HIS INSTRUCTIONS THAT HE WAS GIVING TO US AND AT LEAST ONE OTHER PLANE.
