Narrative

SECOND EVENT IN 2 DAYS. I GOTTA EAT MORE LUCKY CHARMS FOR BREAKFAST! SBOUND ON TXWY Z FROM FBO; WE HAD BEEN INSTRUCTED TO TAXI TO RWY 19L (THE DULLES IDEA OF EFFICIENCY) AND HOLD SHORT OF TXWY A ON THE WAY. WE HEARD ACFT Y HVY CALL FOR TAXI FROM THE CARGO RAMP AND REQUESTED RWY 1R. MY RECOLLECTION OF THE GND CTLR'S RESPONSE WAS SOMETHING SIMILAR TO; 'UH; IT'LL BE RWY 19L; SIR; WE'RE LNDG S.' I DON'T RECALL THE CTLR ISSUING A TAXI CLRNC; HE CERTAINLY DID NOT INSTRUCT ACFT Y TO GIVE WAY TO US. BEING GUN-SHY FROM THE DAY BEFORE; I ALREADY HAD THE TAXI LIGHTS ON FOR THIS ENCOUNTER; BUT HE PULLED OUT IN FRONT OF US ANYWAY. I'M NOT SURE WHETHER NOBODY IS TAUGHT TO LOOK OUT THE WINDOWS ANYMORE; WHETHER THEY JUST DON'T SEE; OR WHAT. I SEE THIS SAME SORT OF THING IN MANY PLTS -- THEY'VE GOT A CLRNC AND IT'S LIKE HAVING DIPLOMATIC IMMUNITY; SO THERE'S NO FURTHER NEED TO LOOK OUTSIDE FOR ANYTHING. IT'S AMAZING TO ME HOW LONG IT TAKES FOR A CONSISTENTLY UNSOLICITED 'CLR R;' TO EMANATE FROM THAT SEAT EVERY TIME THE AIRPLANE IS CHANGING DIRECTION; TAKING A RWY; JOINING A TXWY FROM A HIGH SPD TURNOFF OR WHATEVER. BUT THEY DO EVENTUALLY GET THE MESSAGE. MY CONCERN IS THEY NEVER GOT THE MESSAGE WHEN THEY WERE LEARNING TO FLY.
