THE FLC OF A B-727 FAILS TO MAKE THEIR ALT CROSSING RESTRICTION WHILE USING A PSB1 ARR STAR CHART WITH INCORRECT SEGMENT MILEAGE POSTED FOR THE DISTANCE FROM SEG TO HYPER INTXN NE OF MRB; WV.

Narrative

WHILE INBND ON THE SELINSGROVE (SEG) 201 RADIAL ON THE PHILIPSBURG ONE ARR (PSB1) ATC GAVE US A XING RESTRICTION TO CROSS MULRR AT 10000 FT AND 250 KNOTS. AT THE PSB1 CHART IT WAS DETERMINED THAT THE INTERCEPT POINT TO TURN INBND ON THE MARTINSBURG (MRB) 065 DEG RADIAL WAS AT APPROX 89 MILES FROM SEG 65 MILES FROM SEG TO PRTZL AND ANOTHER 24 TO HYPER. AT ABOUT 55 DME FROM SEG THE FO ADVISED THAT I WAS ABOUT TO INTERCEPT THE MRB 065 RADIAL. I LOOKED AT HIS IHS AND AGREED BUT MY DME SHOWED THAT I HAD ABOUT 30 MILES TO GO. I RETURNED AND IDENTIFIED MY NAV RECEIVER AND WHILE TRYING TO FIGURE OUT THE DISCREPANCY WE FLEW S OF THE MRB 065. WE ADVISED ATC WE WOULD NOT MAKE THE RESTRICTION. UPON REVIEW OF THE PSB1 ARR CHART THE DISTANCE PUBLISHED FROM SEG TO PRTZL IS 65 MILES. THE LOW ALTITUDE CHART SHOWS THIS DISTANCE TO BE 45 MILES. THE PSB1 CHART; WE WERE USING HAS PUBLISHED THIS DISTANCE TO PRTZL INCORRECTLY LEADING TO THE ABOVE MISSED CROSSING RESTRICTION. THERE WERE NO NOTAMS INDICATING THIS ERROR. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT HE CONTACTED ALL OF THE PERTINENT DEPS WITHIN HIS COMPANY TO RPT THIS PROB WITH THE CHARTING OF THIS STAR. HE FELT THAT THE ASSIGNED ARR WAS A NON STANDARD ONE IN THE TSTM ACTIVITY CREATED A RTE CHANGE. ATC SEEMED UPSET BECAUSE HE WAS OVER TAKING ANOTHER ACFT; A B-757. HE IS GOING TO MAKE SURE THAT THE PUBLICATION COMPANY GETS A CALL FROM THE COMPANY REGARDING THIS DEFICIENCY.
