WW24 FLC OVERSHOOT ASSIGNED ALT AND CONFLICT WITH MD80 WHILE ON CVG APCH FREQ.

Narrative

THE COPLT NORMALLY ASSIGNED TO THE ACFT WAS DISABLED THE NIGHT BEFORE DUE TO BACK PAIN. ANOTHER PLT WAS QUICKLY SCHEDULED FOR THE XA30 DEP AT BNA. THE FLT PLAN FROM BNA WAS FILED TO MYS VOR; ABB VOR DIRECT TO LUK AND WE WERE 'CLRED AS FILED.' WE WERE IN THE SEGMENT FROM ABB VOR TO LUK WITH NO NEED TO TUNE TO THE CVG VOR; BUT WERE ORDERED TO DSND FROM 11000 FT TO 9000 FT AND TO 'DEPART THE VOR ON A HDG OF 050 DEGS.' WE KNEW WE WERE CLOSE TO THE VOR AND; WITH THIS NEW RTE; WERE HURRYING TO LOCATE THE VOR FREQ. DURING THIS HASTE; THE ACFT WAS ALLOWED TO DSND THROUGH THE ASSIGNED ALT OF 9000 FT. CINCINNATI APCH ADVISED US OF OUR ALT AND WE IMMEDIATELY CORRECTED. THE LACK OF GOOD CRM WITH THE NEW COPLT WAS THE CONTRIBUTING FACTOR. SUPPLEMENTAL INFO FROM ACN 522222: THE MD80 WAS CLBED TO 8000 FT S BOUND OFF CVG TO JOIN THE BLUEGRASS 4 DEP. DEP AIRSPACE IN THAT AREA IS AT OR BELOW 8000 FT; ARRS ABOVE 9000 FT. ARR WAS WORKING A WW24 ARR TO SATELLITE ARPT; LUK; ARRIVING FROM THE SW. THE WW24 WAS DSNDED TO 9000 FT. I ISSUED TFC TO THE MD80 FOR THE WW24 AT 12 O'CLOCK POS; 9000 FT. THE MODE C OF THE WW24 THEN SHOWED 8800 FT; AND I ISSUED A 240 DEG HDG TO THE MD80; AND ADVISED HIM THE WW24 WAS DEVIATING FROM ITS ASSIGNED ALT. THE WW24 CONTINUED ITS DSCNT -- TFC ALERT WAS ISSUED TO THE MD80. MD80 PLT RPTED THE TFC IN SIGHT; ADVISED THEY HAD RECEIVED A 'CLB' RA.
