A PA28T PLT DEPARTED ZZZ VFR IN COMPLIANCE WITH INFORMATION RECEIVED FROM THE FSS. WHILE AIRBORNE; ATIS FOR XXX REVEALED ALL ACFT GNDED! A RETURN WAS MADE TO ZZZ WITHOUT DELAY.
THIS OCCURRED RIGHT AFTER THE WORLD TRADE CENTER ATTACK ON 9/TUE/01. CALLED FLT SERVICE FOR A BRIEFING AND ASKED ABOUT ANY RESTRICTIONS. FSS ADVISED THAT XXX ARPT WAS CLOSED TO ARRS AND DEPS; BUT DID NOT EXPLAIN THAT ALL ACFT WERE TO REMAIN ON THE GND. I ASKED SPECIFICALLY ABOUT VFR FLT LOCAL TO ZZZ AND BRIEFER DID NOT STATE RESTRICTIONS. (ONLY LEARNED ABOUT SPECIAL NOTAM LATER IN THE DAY VIA THE INTERNET.) AFTER TAKEOFF AND SHORT FLT IN THE AREA; FOR PURPOSE OF A FLT INSTRUCTOR RENEWAL CHECK RIDE; TUNED IN XXX ATIS AND LEARNED ALL ACFT SHOULD BE ON THE GND. RETURNED TO ZZZ FOR LNDG AND LEARNED VIA UNICOM THAT APCH DID NOT WANT US TO TAKE OFF AGAIN. REMAINED ON THE GND FROM THIS POINT. NO INCIDENTS OCCURRED. THE SITUATION WAS UNIQUE AND OUTSIDE MY EXPERIENCE; AS WELL AS THAT OF THE FSS BRIEFER. NOTAM INSTRUCTIONS NEED TO BE VERY CLR AND QUICKLY DISSEMINATED TO LOCAL ARPTS ESPECIALLY WHEN UNIQUE SITS OCCUR. IN THIS SIT I CONTACTED FSS AND DID NOT RECEIVE CORRECT INFORMATION. THE SIT WAS UNFOLDING RAPIDLY; AND BRIEFER MAY ALSO NOT HAVE HAD ACCURATE OR UP-TO-DATE INFORMATION. HAD I SEEN THE NOTAM AS SOON AS IT CAME OUT; WOULD NOT HAVE DEPARTED THE ARPT FOR A LOCAL FLT. SUGGEST NOTAM (OF THIS NATURE) BE FAXED OR EMAILED (VIA BROADCAST) TO ALL ARPT OPERATORS AS SOON AS PUBLISHED -- IN ADDITION TO COMMUNICATING VIA ATC AND FSS SYSTEM.
