BELIEVING HE KNEW THE DEP FROM PHX AND DID NOT NEED TO REVIEW IT BEFORE DEP A PLT MAKES ERRORS WHICH ARE READILY APPARENT TO THE DEP CTLR. AN AFTER FLT REVIEW OF THE CHART CONFIRMS THE ERRORS MADE.

Narrative

I WAS GIVEN AN IFR CLRNC FROM DVT TO LAS THAT READ (IN PART) 'CLRED TO LAS VIA THE PUBLISHED OBSTACLE DEP PROC; EXPECT RADAR VECTORS TO INTERCEPT V105...' SINCE I HAVE FLOWN THE DEP PROC OUT OF DVT 8 OR 10 TIMES; I DID NOT RE-REVIEW THE PROC THIS TIME BEFORE TKOF. I CLBED OUT; TURNED TO INTERCEPT THE PXR 336 DEG RADIAL OUTBOUND; AND UPON REACHING 4000 FT MSL TURNED DIRECT PXR VOR. PHOENIX DEP ASKED WHY I WAS PROCEEDING S WHEN I SHOULD BE NBOUND ON V105. I ADVISED DEP THAT I HAD NOT RECEIVED RADAR VECTORS TO INTERCEPT V105 PRIOR TO REACHING 4000 FT AND THE PROC REQUIRED I THEN TURN BACK DIRECT TO PXR. IN ACTUALITY; THE 336 DEG RADIAL IS V105 FOR THAT SEGMENT OF THE AIRWAY AND DEP ADVISED ME TO MAKE A 180 DEG TURN AND PROCEED ON COURSE. AFTER THE FLT I REVIEWED THE DEP PROC AND IT STATES THAT IF YOU ARE PROCEEDING NWBOUND ON V105; AFTER INTERCEPTING THE PXR 336 DEG RADIAL; CLB ON COURSE; ALL OTHERS TURN L DIRECT PXR. WHILE THE CLRNC I RECEIVED WAS MISLEADING; IN THAT I DID NOT NEED; NOR SHOULD I HAVE EXPECTED; RADAR VECTORS TO INTERCEPT V105; IF I HAD REVIEWED THE DEP PROC PRIOR TO TKOF; I COULD HAVE AVOIDED THIS SIT. MY PERCEPTION/BELIEF THAT I ALREADY KNEW THE PROC AND ENRTE TRANSITION LED ME TO NOT RE-REVIEW THE PROC WHICH CONTRIBUTED TO THE ABOVE SIT.
