Synopsis

DC-9 CARGO LINER WAS CLRED TO CROSS A RWY THAT HAD A DEPARTING T-38 AT ELP.

Narrative

MY ACFT A FREIGHT CARRIER; WAS PARKED OFF TXWY G; IN WHAT IS LOCALLY REFERRED TO AS THE 'HEAVY RAMP' AN AREA USED FOR LARGE ACFT PARKING. WE REQUESTED AND RECEIVED CLRNC BY GND CTL TO 'TAXI TO RWY 22' FOR DEP. UPON REACHING RWY 26L AT M TXWY--WE STOPPED FOR DEPARTING T-38. WHEN WE ASKED TO CONTINUE THE GND CTLR ASKED FOR OUR LOCATIONS. THE GND CTLR WAS NOT AWARE WHERE WE WERE TAXIING FROM: CORRECTIVE ACTION: RECOMMEND THAT COMMERCIAL ARPT DIAGRAM LABEL THE CARGO AREAS AS N/S CARGO AREA AND THE TRANSIT PARKING RAMP AS 'GOLF HEAVY RAMP'--THIS WOULD REMOVE ANY QUESTION AS TO OUR LOCATION. SUPPLEMENTAL INFO FROM ACN 525748: WE CALLED FOR TAXI CLRNC STATING THAT WE WERE AT THE HEAVY RAMP WHICH IS THE WAY THAT WE HAVE IDENTIFIED OUR PARKING LOCATION FOR YRS. WE REQUESTED RWY 22 AND WERE CLRED TO 'TAXI TO RWY 22.' AS WE APCHED RWY 26L; WE OBSERVED AN ACFT AT THE APCH END OF 26L ON THE RWY. WE STOPPED SHORT OF THE HOLD LINE AND QUESTIONED GND CTL AS THE T-38 ROTATED AND PASSED IN FRONT OF US. THE GND CTLR SAID THAT HE THOUGHT WE WERE AT THE NEW CARGO RAMP.
