Synopsis

A B757-200 FLT IS FUELED IMPROPERLY WHEN MAINT FAILS TO DROP THE R MAIN TANK PRIOR TO REFUELING WITH AN INOP MEL'ED FUEL GAUGE.

Narrative

ACFT HAD R MAIN FUEL GAUGE INOP AND PROPERLY MCO'ED. THE GAUGE; HOWEVER; AT THE TIME WAS FUNCTIONING; FUELER WAS REMINDED BY FO TO USE INOP PROCS. INSTEAD OF CALLING HIS SUPVR AS HE SHOULD HAVE; THE FUELER USED NORMAL FUELING PROCS USING THE MCO'ED GAUGE. THIS CREATED A PROB; EVEN THOUGH AFTER THE FACT THE 'STICKS' WERE USED TO VERIFY R MAIN FUEL. IT WAS NOW IMPOSSIBLE TO HAVE PRE-FUEL 'STICK' READINGS. MY COMPANY OPS CTR TRIED TO CONVINCE ME THAT PREFUEL READINGS COULD BE DISPENSED WITH. I DISAGREED; AND INSTEAD ACCEPTED THE FUELER'S READING FROM THE MCO'ED GAUGE PRIOR TO FUELING. THIS READING I CONFIRMED ACCURATE BY THE FACT AT THE PREVIOUS FUELING THE MCO'ED GAUGE MATCHED THE STICK READINGS. THE READING BEFORE FUELING WAS CONSISTENT WITH THE FUEL BURN ON THE PREVIOUS FLT. THE ONLY OTHER ALTERNATIVE WAS TO COMPLETELY DEFUEL THE ACFT. THIS SIT WAS FURTHER COMPLICATED BY THE FACT I HAD 120 UNSCREENED CHARTER PAX I COULD NOT RELEASE INTO THE TERMINAL. ALTHOUGH I MAY HAVE TWISTED THE FUELING SOP; I KNOW ALL 'STICK' AND GAUGE READINGS WERE ACCURATE. IN ADDITION; SINCE OUR TRAINING IN FUELING OPS IS VIRTUALLY ZERO; MY ONLY CHOICE WAS TO DO WHAT SEEMED TO BE A REASONABLE SOLUTION. I MAY HAVE VIOLATED SOME PROCS IN THE PROCESS.
